The impression is studiously sought to be made by the Southern corres? pondents of cort'1 m journals of thc North and West, that the Southern farmers and planters entertain a sullen feeling of revenge toward their late bondsmen, and are only restrained from treating them cruelly by the presence of the Federal troops. There is^great and manifest injustice in charges or intimations of this kind. The Southern people cheerfully ac? knowledge that, as a general thing, their slaves were true and faithful surprisingly so-throughout the war -a fact that was frequently remarked upon and applauded-and they do not blame the negroes in thc least for what has occurred, and they frankly so tell them. Self-interest, too, the great controller of human actions, teaches the late masters and all who wish to avail themselves of the labor of the negroes, now that everything like force is known to be utterly out of the question, that kindness and good treatment, and the motives of gain must be held out to those they wish to retain or employ. It is now seen and f At to be of the utmost im? portance to all concerned, to the black no less than to the white popula? tion of the South, that thc kindest and justest feelings should be main? tained and kept up between the two classes, and whoever, by word or deed, does aught to disturb this rela? tion, is the enemy of both, especially of the black, who is, and must neces? sarily continue to be, the weaker party. As a general rule, the late masters of the negroes are, and, if permitted, will continue to be, the best and. truest friends of those who were re? cently their slaves, and many of the negroes feel and admit that such is I the fact. The attachment which ex isted between them-and, in mimer- j ous cases, there was a real, strong and generous attachment-still exists, I and will continue to exist to the ad vantage of both, if not broken up by j intrusive and pernicious outside in? terference. The planters and farmers I are fast becoming reconciled to the I manumission of their slaves, and some of them begin to hope, if they are not already convinced, that the result will be beneficial to the South at large, if not to the late owners- ! provided there can be real and sub- j stantial peace and a truce to political I agitation and disturbance for the fu- ! ture. Whether this shall bethe eise, I and there shall be a happy finality to the agitation and discord, which have j disturbed and afflicted this country for so many long and weary years ; and whether peace, tranquility and ? fraternity shall be restored and estab- j lished, must necessarily depend on i the people of the North, and of the j great and powerful West, who have j it incontestably in their power to say to thc fanatical agitators and dis turbers everywhere-peace, be still ! Let Northern radicals hold their tongues and forego all interference with what does not concern them, and let the negroes of the South be remitted to the management of the white men of the South, who i thoroughly understand their natures and necessities, and we sincerely be? lieve that both races will work har? moniously together for the good of both, and for the common interest of the whole country. [Richmond Whig. Chief Justice Chase's junketting tour with his friends on the Commo? dore Perry, on the lakes, costs the country S'2,000, a bill to that amount having been presented to the Col? lector of Buffalo sent by him to the Treasury Department and re? turned with the order io pity ii. That's the radical regard for tin- peo? ple's pocket. NOTICE. ALL persons who may have at any time, bince Gen.
