Jt will luvvo boon noticed that tho Presi dent, in his Message, placos tho States lately seceded in tho Union, with representativos in attendance, and leaves it only for "you, follow citizens of tho Senate, and you, fellow-citizens of tho Houso of lloprcsentotives, to judge, each of you, for yourselves, of tho elections, returns und qualifications of your own mem \bcrs," which, in effect, is this, merely, that not only aro thoso States in tho Union, but their representativos present aro already monibors of oithor House. It will, also, havo boon soon that Congress, at tho instanoo of tho Republican majority, has ignored nil this?have, in tho resolution of Mr. ?Stkvkns, in tho Houso. denied that thero aro any monibors frdhi tho seceded States to Congress, or that any portons pur porting to be members shall ho admitted until Congress shall act upon tho subject; and then rolling tho wheels of timo back to tho Klir render of Gon. Lkb, takos up tho work of re construction at that point, to fashion it as it may please them. Clearly, as wo havo eaid, thoro are opposite trains upon the samo traok, and a collision is portended. Jt may bo avoided. Tho conse quences must bo fearful, and one or tho other may back in time, but which can do so, it is difficult to Ray. Tho President cannot. Ho has said tho States arc in tho Union, and bo cannot lot Congress put them out. This he might do, pcrhapp, if tboy were in tlio Union by any net of his; but they aro not. T_;at tboy arc in by the laws und Constitution ol tho United ?States, and an tho National Ejecu tivo ho cannot let thoso laws bo violated. Thero is no receding from his position, therefore, without a violation of the Constitution, ovon on his own construction of it. Thoro can bo no compromiso. But though not finally committed, and coun selled by these gravo considerations not to bo, it will yet bo difficult for even Congress to rocede. They havo acted with deliberation, upon a full knowlodgo of tho circumstances; they have acted finally?have determined upon tho courso indicated, in caucus, in which tho inombors of tho party eeom to havo been fully committed; tboy are already in antagonism to tho President, from whom tho alienation can scarcely bo moro completo in persistence; thoy have won tho Governmont, and naturally wish to wear it; thoy wish, also, to havo tho further power to bo found in extending a Provincial Government ovor tho South; they apprehend that if tho Southern delegations aro admitted into Congress, they will coalesce with tho Democratic party at tlio North, and put them undor; they foar, al_?>, tbnt they will coalesce with disaffected classes nt tho North, and ro pudiato tho public debL In ovcry way, tho roappoaranco of tho Boutborn representativos in CongreBB is repulsive.
