OUR READERS will be pleased to find, this morning, the Addresses of the two Governors of this State, upon the occasion of the instal? lation of the Constitutional Governor.' They will also be pleased to see the hopeful, manly spirit expressed by both? Whether lihe pur? pose of Provisional Governor PERRY to with? draw and allow the track to Constitutione! Governor ORR is to be realized or not, ia, per? haps, yet questionable. The President cf this Republic, though intent, beyond question, upon the restoration of the Union, has yet to act upon issues and exigencies that are not even yet apparent; and though it is to be presumed he wduld deBir? the court? professed to be pursued by Governor PERRY, it is not alto gethor certain it will bo ir ?2au2ruance with political conditions as they may occur; and it is possible, therefore, that the programme may not be carried out, and that the act, grace? ful and considerate as it unquestionably is, o? retiring before his constitutional successor, may not be permitted, in consistence with the ob? jects and occasion of the National Executive. It is to be hoped, howover, that the process of restoration will be as rapid as is suggested by Governor PERRY. That this would be tc thc interests of our people, thero can be nc question-to the interest of ourselves, foi much of our prosperity depends upon an e^lj adjustment of difficulties, and that restccratioc of confidence in stability and order indispen sable to successful enterprise; and to interests h i of the Union-for muoh of the prosperity oi it the wbele country must depend upon tho sue cesbful cultivation of tho South. The South, in its aspirations to progressant improvement, is animated by no selfish or-un worthy purpose. They desire the comforts oi d order nncr* the reasonable assurances of aub |? sistenco and well-being; but they desire tc bring into pky again the vast resources ol this region, from the honest wish that the} ^ may redound once 'moro to tho support anc Is aggrandizement of this whole country; and ii ia should not detract from the merits of theil n efibrts that they should themselves participate in the benefits and blessings to result t. The spirit exhibited in these addresses d commendable to these distinguished citkem * and officers as it unquestionably is, is it just accordance with sr^t of^ POT per^l^ received, and that the praiseworthy aspira tious expressed may soon be realized in th? experience of our State. It may be stated also, that the sentiments of both are justly ole vated to the occasion; both recognize tho su perior and paramount power of the General Government, and the possibility that it may bc l* exercised in an adversary spirit; but both an in assertion of a true and proper manhood and the fitness to meet propitious fortuno witt y the readiness to meet the fortunes, be thej I propitious or otherwise, which fato may have ! yet in store. .WE PUBLISHED, yesterday, the form of s [ contract with freedmen for agricultural labor and we commend it to tho attention of oui readers. It presents a plan, in accordance with which, if the labor shall be performed the business of planting will be m?re pleas I ant and profitable to the proprietor than it hat r ever been, while it will be entirely in accord? ance with the interest and well-being of the laborers. That thc labor will be performed efficiently, under the more provisions of thk contract, it wore, perhaps, too much to as? sume. There are apt to bo, io all schemes o? progress upon unexplored territory, something to perplex the programme ; but it is reascma I ble to suppose that, under this contract, labor j will be performed ; that, if the consideration i of ultimate consequences are not sufficient to induce the utmost capacity of the negro, they are presented here in such form of immediate pecuniary penalty, as will bo most likely to effect him; that, if the scheme be not perfect, it may be the best possible under the circum? stances; and, if it will not colonize Eutopia, enterprise may, at least, perform the equally profitable purpose of brightening and better? ing the fortunes and condition of tho spots upon this State to which they may bo applied. INCREASE OF THK STANDING AHMT.-Old regular officers and graduates of Went Point havo boen laying their heads together for some timo past, and tho result has been thc framing of a bill which will undoubtedly bo brought before tho next Con? gress, and probably worked through, inaamncb ss it is reasonable in every particular. It provides for a stsnding n my of ecventy-rive thousand men, which will roquiro tho addition of twenty-one rogi monta of infantry, three regiments of cavalry, and two of artillery Any increase ic the staff depart? ments is not livered. The pay of general officers to bo reduced, and all officora to receive fixed sala ' riee, aa in the civil uorvioo. Tho scalo o? piy con? templated by the bill is, for lientenant-general, five thousand dollars; ms>or-general, fonr thou? sand; brigadior-gcneral, three thousand; colonel, twonty-fivo hundred, down to second lieutenant, who will receive ona thousand dollars. Theee salaries are'looked upon as tbe fair thing by old officers, although considerably reduced from tho old schedule. An effort will bo made to create tho grade of general, and Lave GBAST promoted to it; SHEBKAN to be lieutenant-general, anrl givin?? THOMAS and 8HETIDAN brevets to that rank. The ?ar baa demonstrated that & man does not need a West Point education to bo a commissary or quartermaster, and it is proponed to officer the studing army by graduates who have been em? ployed as such, and to fill their placee by old vol? unteer officers who want them.
