important decision in regard to banking institu
tions, an imperfect statement <?f wliich lias been
already published. Its purport is that although a
bank might be permitted to organize without cir
culation, by waiving their claim to it, yet the law
requin?? all hanks to deposit at least one-third of
the amount of their capital in United .States bonds,
and this requirement can in no er.se be dispensed
with. Although the privilege of circulation may
be waived, the deposit, as above stated, anust be
mad?.

and states that he found them in rather better
condition than was expected under tho circum

ascertained in such manner as the commissioners
may by regulation proscribo. At the end of said
term, or any time during said term, the occupants
of any pare?is so assigned may purchase the laud
and receive such title thereto as the United States
can convey, upon paying therefor the value of the
land as ascertained and fixed for the purpose of
determining the annual rent aforesaid.
Fourth?All land? or other real property within
the several States, viz : Virginia, North Carolina,
South Carolina, Georgia, Florida, Alabama, Mis
sissippi, Tennessee, Kentucky, Missouri, Maryland.
Arkansas, Louisiana and Texas, to which the Uni
ted States has acquired or shall Require title by
confiscation or sale, or other abandoned real prop
erty, in those States, provided said property,
whether confiscated or abandoned, remaining un
sold or otherwise disposed of, shall have been
properly transferred to the bureau upon requisi
tion of the Commissioner or Assistant Commis
sioner, shall be considered as under the control nl
the Commissioner of Refugees, Frecdmen and
Abandoned Lands, for the purpose hereinbefore
set forth, and for the time authorized by the act
establishing the bureau; and no part or'parcel of
said confiscated or abandoned property sluill be
surrendered or restored to the former owners or
other claimants, except such surrender or restora
tion be authorized by said Commissioner.
Fifth?Assistant commissioners will as rapidly
as possible cause accurate descriptions of all con
fiscated and abandoned lands, and other confisca
ted and abandoned real property, that Is now or
may hereafter come under their control, to be
made, and, besides keeping a record of sueb them
selves, will forward mont luv to t_ie Cntunifawituiur
of tho Bureau copies of such descriptions. In the
manner prescribed by Circular No. 10, of July 11.
