The commissioner says the question in each case will be determined by his office, not merely by examination of the formula submitted by the manufacturer of the compound, but by chemical analysis of samples obtained in tbe open market and sent in by local agents of the internal revenue service. To prevent injustice being done the circular will not be put into etlect until December 1, 1905, but collectors are at once instructed to send out notices to all druggist* and merchants dculing in proprietary medicines that after i December 1 they will be required i to pay the special tax as liquor ] dealer? for selling compounds < coming within the rule. While no statement is made by ' the commissioner as to the medicines that will be effected it is j stated that there are a dozen or , more prominent and highly ad- < vertised medicines tlut will lie i affected by the decision and whoso ; business may bo ruined. In many . instances thes.0 medicines have ( beon found to contain as high as ] 45 per cent, of alcohol and there are a dozen on the market thai contain 25 per cent, of alcohol.
