quote you the following extract

vious that my policy towards the (
counties voting the dispensary out

entrusted with the enforcement
of the law have either failed or
neglected to suppress the illict sale .

of such failure I shall not hes- ^
titate to invoke the financial aid
provided for in the act of the ^
general assembly, approved 20
day of February, 1904, by such
means as I may deem necessary (
to carry out the law.
