Mr E. D. Smith Says Texas is Steadfast. r PluiHets in Tlmt l>:g Stale Ilnvo 1 Keiiiu'cil Acreage ?The Rains and the Boll Weevil t The St?vlo. , II will bo grai?Iymjjc 1? n)<" plo in South Carolina to know ' that Texas is keeping the faith, ' ami that between tho induction of acreage, continued hoavy rains ami the prompt appearance of the boll weevil, the crop in that State j will bo very abort. This i* true ^ also of Mississippi and the rich , delta country. Mr E D Smith, Held organiz-r . < fi?r the Southern Cotton association, loft here a few days ago for a trip of 10 days through tho , great State of Texas, and tho news which ho sends to the otlice of tho State division of the cotton ( association is indeed gratifying. Yesterday Mr. Francis II. Wos- j ton, secretary of the South Carolina division, made public the following letter just received from Mr. Smith: ' "There has been so much guess- * ing and speculation as to what ' Texas was doing in keeping the I pledges of the Southern Cotton ' association that it was with a Uc< n 1 interest that I accepted tho in- r vitation of |thc Texas executive 1 committee to meet 1 hem in Dallas * on the 27th. t ,41 reacheii Dallas at S o'clock Thursday morning and found the ^ executive committee waiting and 1 ready for business. Among other ( things the chairman, R 10 Smith ' Sherman, Texas, the 'alfalfa king, ' called for the report of the organ- ' izers and inspectors to whom had * been assigned the duty of gathering information as to acreage, the fi holding of cotton and organizing. ' To each of these men had been as- I signed a group of counties, the * wholo comprising practically the c cotton holt of Texas. These r gentlemen were of the best farm- a ors and business men of the State. Among them were .J L Latham of * Dublin, E S Peters of Calvert, ^ Prof Connell, editor of The Farm j una itaiich: Editor it L) Hudson 1 ft of tVaxukackie in Ellis county, the largest cotton growing county in the world, making 150,000 bales. These men from personal observation declared unhesitatingly that there was a reduction of 15 to 30 per cent, throughout the entiro State. THE CONTINUED RAINS. "Now, I, personally, would n prefer to take the woid of these f gentlemen, who would rather 11 never seo 10-cent cotton again, than to deliberately make a false I statement, than the wild guesses j of the speculator. From [[Birmingham, Ala., to Dallas, Texas, through the Mississippi delta and the ri:h black lands of Texas, I saw but a few fields of cotton up." At least one-half of this territory was not plowed at all. It is wet to do any field work in this teniiory from Meridian, Miss , to Dublin, Texas, and while 1 write the rain is pouring and has been since noon today, and it is now 10 I o'clock p. 111. "When it is taken into consideration that ordinarily the cotton in this country at this season is boing chopped to a stand, and l?e- f ing plowod for a second time, n whereas his year practically half ^ of the land is not prepared for planting, some idea can be had of the prospect. It mustalsc be borne in mind that all this vast nrAi of ? ? -> " ... ovoiiiciu lKiu miuojo icxns is the boll weevil section, and that f, their only chance for even half a tl crop depends upon getting their t( cotton in an oarly in April as pes- * sible. ^ MA gentleman from Kills coun . ty told me that a man came into A la p) of business with five /eexilo that had been caught that a>, tnewinfl; that thoy were al??ady iHit (>f winter quarters and uady to ?K? business. u it.\IN srrri.ftMKNTS Col'tON*. "Of Course 1 am "ratified lit he stand Texas is taking. From i>allas I omiin horo via Fort Worth with Mr .1 L Latham. We >assed through thousands of acres danled in oats ami corn, in which wore last year's cotton stalks. Why the actual conditions oxistno here have not been given to the public is a m\story. V\ liav I lavo written can t>e verified by lundreds of the host men in this State. "As to the vast sales of spot jotton, I tirnl that no one here uiows anything about it except what tlioy see in the newspapers. I'here is spot cotton being held in his State. Every farmer 1 have seen (I made my first address tolay to Texas farmers) declares heir intention to continue to lold. A RUSE OF THE SPECULATORS. 44It really t-ocms that something s wrong somewhere about this pot sale, because when Ma/ lot ices were posted there was iracticall v no spot to hedge them, fudging from the tenor of the narket today and t tie wonderful icrobatic feat of Mr Theo. l'rico, t roaMy looks like those of us vhoso faith in farmers haB been teadfast will bo justified. "1 am informed that there is a und guaranteed la this Slate to ctire 500,000 bales, and that iperations will begin Monday. The reason this has not been done icfore is because the company has >eon waiting to bo convinced as o reduction in acreage. The farmers and merchants are dive to the necessity of ware louses, there being practically no irovision for Htoring the crop in his Stato. Tbcy are forming sompanies rapidly to build these mien neeaeu inctiiltes for storing ind handling the crop. "1 will he in the State of Texas 0 days perhaps.
