A County Line Mutter.

Senutor LI ay's bill to provide
for the resurvey and location of
the lino between Lancaster and
Kershaw counties was taken up
out of its order to permit Mr.
Richards to catch a train.
Mr. Richards charged that the
line had never been established by
any authority of law. There was
a survey fittoon years ago by three
surveyors, one representing Lancaster,
one Kershaw and the other
being selected by the other two
The Kershaw surveyor had never
agreed to the line as run by the
other t vo and the people of Kershaw
had not agreed to it. The

Mr. Foster wanted to know
why this bill was not brought up
hero fifteen years ago. The line
aa survoyed had been accepted,for
the people pay taxes in accordance
therewith. The object of
Kershaw county is to get a part of
thto town of Kershaw through
which the line nowr uns.
Mr. Foster made a very good
defense and asked for more time.
The people of Lancaster county
had not been given official notice
of this move. He and Mr. Richards
ongagod in a spirited but
friendly interchange of questions
and answers.
, Tlio bill was then opposed by
Capt Iiamel, who lives in the
town of Kershaw, through which
the line runs. Within the last 18
years this town has been built and
is now a flourishing place. In
1889 the counties agreed to have
the survey made, as the line had
not been marked since 1875. It
is true that the surveyor representing
Kershaw county refused
to sign the report. Capt Hamel
asked for a postponement of this
question. He had no official information
that a survey is demanded.
It is true that the coun?
ty supervisor of Kershaw county

but no official notice had been
given to the supervisor of Lancaster
county.

is just beginning to take some interest
in Senator Hay's measure
providing for a resurvey of the
line between Lancaster and KerkViaw

There is strong opposition here
to the proposed survey. The
people of Lancaster regard the
matter of the county liae as morally
and legally settled?settled by
the survey made sixteen years ago
by direction of the boards of commissioners
of both counties. The
line as then established has since
boen acquiesced :n.
In that survey Lancaster county
was represented by Capt James
McJlwain, then a resident of Sum
tor, though formerly of this county,
andKershaw by capt. c c Haile
of that county. These gentlemen,
both of whom have since died,
were veteran surveyors, having
had many years of successful experience.
As arranged by the
commissioners of the counties,
Messrs Mellwain and Haile called
in and third surveyor, Mr Moses,
ofSumter, and it was by these sur
voyors that the work was done.
, Of course it is understood that
the bone of contention is the
flourishing town of Kershaw, fourfifths
of which lies in Lancaster
county, according to the Mcllwain-Haile-Moses
survey.
