A Minister Drops Dead.
Kcv. L)r. Harvey Hatcher, a Prominent
Baptist Divine of Atlanta,
Expires in the Lobby of a
Hotel at Beaufort, 8. C.
Columbia, 3. C., Jan.15?ller.
llarvey Hatcher, D. D., of Atlanta,
oac of the best known Baptist
ministers in the South, dropped
dead in the lobby of the hotel at
Beaufort, this State at i o'clock
this afternoon, lie had just entered
the hotel from the street,
and stood near the oflice railing,
when he suddenly fell forward and
remained unconscious for so con
minutes, when he expired. Ho
preached a sermon at the Baptist
church This morning, and intended
to preach again to-night.
In company with a party of
South Carolina Baptist ministers,
Dr. Hatcher had gone to Beaufort.

Inland. During the three days'
hunting the party had bagged nine
deer. Dr. Hatcher himself killing
a fine'buck.
Dr. Hatcher was apparently
in good health anil kail greatly onjoyed
his outing. Ho was uctivo
preacher for 50 years and had
charge of the Atlanta branch of
American Baptist Publication So
clety. ilo was 72 years of ago
and a native of Suffolk county,
Va.

on tho first day and

The hills range in variety from
i concurrent resolution having for
t* object tho repeal of the fouroeuth
and fifteenth amendments
if tho constitution of tho United
States to changing the name of
Hull Pond school houso to Bull
L'ond club. Both ate actual bills
ind not extremes of the imagination.
Of amendments to tho constitution
of 1S95 there ate already
nine pronosed. Some of those are
interesting if nothing more. One
would have the terms of circuit
judges changed from four to sixteen
years, a more desirable length
of service, to the legislator, than
for life or during good behavior.
Another would have more power
given to magistrates, another step
towards inferior courts of seine
importanco.
Some old favorites or better nc
quaintances are up again. The
shad hill for instance. Mr banders
will defend to the utmost his oil
inspector bill which went down
laet yoar. Tho experiment station
bill asks for another showing, anc
so does the inheritance tax tueus
ure of Mr liorbert.
Thero are already six bills or
the marriage license subject. Tht
entry of the title on one of these,
which was incorrect, made it appear
at first to bo tho champion
freak measure of the session. The
title as it appearod tit first read
"To require all persons to con.
tract matrimony and to have i
license thorefor," which seemet
to he the first step towards th<
tax on bachelors which has beoi
so freely discussed. The bache
lor* can breathe easy for the pres
out, however, as the correot bil
should be, "To roquire all wh<
shall contract, etc." A bill whicl
is closely akin to this and othe
marriage license bills is one t<

There are eight bills relating h
the dispensary aw in differen
ways. The new amendment car
ried at the last election relating t<
the county road law has aireadi
caused three or four bills to b<
presented on the road law questioi
for different counties.
Two hills of unusual provisioni
are, to "regulate the price of cotton
seed," and to "regulate th<
price of peas, corn, and cottoi
eoed." The author of these twc
bills evidently want to grapph
with the immutable law of supply
and demand and throttle it with
out ceremony. Another bid tc
"re julate the traffic in cotton seed
and unpacked lint" has the ap
pearance of more sanity.
The game birds of the state art
not overlooked even the lowlj
terrapin has a bill to guard his ex
istence, while the fish are included
in almost all the bird bills. Thie
"close season" idoa was evidently
at work in tho brain of Mr
Green cf Lee county when he
ovolvod what is probably the most
unique bill in the collection. He
Would have it unlawful to prose*
cute any one for disposing of a
crop under a hen from the first of
February until the that of August
of the year after the debt protected
by the Hen had been made.
Mr Green's idea ia to 8uvo the
farmer from the merchant who
will let the negro ao violating the
lien alone until he has moved to a
new home and has his crop etartod,
knowing that if he threatens
arrest the new landlord will probably
pay the amount claimed in
order that ho may not loso the
farm which he bad rented to the
negro tenant.
The primary system ia not neglected,
there being already several
bills which would make for its
improvement and proposing measures
to bolster it up.
The automobile is a new issue
and has not been overlooked. A
bill looking to regulato its speed
bns been introduced by Mr Morgan.

tho jury law. The hand of the
Law and Order league can be seen
probably in some of these proposed
reforms.
Two bills to mako the South
Carolina collego into a university
have bsen introduced.
A measure which would benefit
the county newspapers is one that
would have all the names of delinquent
tax payers published before
serving executions; while an1
other to require the sheriffs to
1 collect these delinquent taxes
without compensation would lend
" to reduco the emoluments of that
1 oflico.
1 The present method of paying
' taxes with the small penalty after
1 Jan 1st is evidently not entirely
' satisfactory, for a bill relating to
' the payment of taxes has been
' introduced.
One member wants to have a
