384 and 385 (Arts of South Carolina, pp.
74, 675 and 676). as follows:
A JOINT RESOLUTION Proposing to
Amend Section 9, of Articlo III, of the
Stato Constitution, so as to Provide for
Ricnnial Sessions of the Genera! Assembly.
Section 1. I'o it Resolved by the General
Assembly of the State of South Carolina,
That the following amendment to the
Constitution of the State of South Carolina
be submitted to the qualified electors of
the State at the next general election for
Representatives, and if a majority of the
electors qualified to vote for members of
the General Assembly, voting thereon,
shall vote in favor of such amendment,
and a majority of oach branch of the
General Assembly, shall after such election
and before another, ratify the same amendment
by yeas and nays, Section 9, of Article
III, of the Constitution, rolutiug to the
Legislative Department, be amended by
adding alter the word "place" in lino ten ot
said Section, tho words "until the oud of
the session occurring in 1906, after which
the said sessions shall bo held at tho same
time and place biennially;" so that said section
as amended shall read us follows:
The annual session of the General
Assembly heretofore elected, fixed
by tho Constitution of tho year
eighteen hundred anil sixty eight, to
convene on the fourth Tuesday ??f November,dn

Section 1. Re it Resolved by the General
Assembly of tho State of South Carolina,
That the lollowing amendment to tho Constitution
be agreed to, and thnt tho two
quostions involved In such amendment bo
nbmitted separately at the next general
lection of tho electors qualified to vote for
members of the Houso of Representatives,
viz: that the:o shall bo added to the Constitution
the following additional Article, to
be numbered properly in tho consecutive
order ot its adoption, to be designated as
"Article of Amendments to the Constitution,"
which shall read as follows:

Section 1. The Gcnoral Assembly of this
State may enact local or special laws concerning
the laying ont, opening, altering
or working roads or highways, and conoerning
the providing for the age at which
citizens shall bo snbjoct to road duty, and
concerning drainage.
Seo. 2. That Subdivision II and Subdivision
IX of Section 34, of Articlo III, of
the Constitution, are hereby repealed.

Bonded Indebtedness.
Section 1. Be it resolved l>y tlio General

agreed to: Add us the end thereof tho fob
lowing words: Provided, further, That the
Limitations imposed by this .Section and
by .Section C, Article X,of this Constitution,
hall not apply to bonded indebtedness in
debtedness incurred bj the city of Greenville,
but said city of Greenville may in- 2
orease its bonded indebtedness in the mar.- ]
ner provided in said .Section of said Arti- .
cle to an amount not < xcecding fifteen per I
cent, of tho value of tho taxable property '
therein, where the proceeds of said bondarc
applied solely to the payment of pa*t
