pose of doing away with any ill effect k
which such a report might induce; and at *
the same time to leave no excuse for non- J
payment at the proper time; that in confer- 1
ence with His Excellency this morning, *
he informed me that l.e made no such 1
general promise as has been ascribed to

His Excellency informs me that the c
committee of the Tax-payers' Convention ^
who waited upon him in reference to mat- ^

that November was the proper time for
1 collection of taxes in the upper counties;
but that in those counties wjiere sea island
cotton is grown, payment could not be
made until March, without sacrifice.
His Excellency, therefore, agreed to
suspend the collection from those upon 1
the seaboard until that time, where they j
were unable to pay sooner. ! 1
Persons desiring to avail themselves of t
the benefits of this promise will be requir- ! f
! ed to file a petition with the County Au- I
ditor previous to the time at which the r
penalty attaches, accompanied by aftida- i c
vils that returns from crops had not been c
received; snch petitions will be considered, j r
The public will, therefore, place no reli- ; t
ance upon the report referred to, as I am 1

sions of time other than those mentioned, c

The collection of taxes for this fiscal

and continue until 15th of January next;
