as the law directed, it is plain that
ihe law was uot complied with, and
the election at that poll was uot held
according to law.

at Calhoun'^ Hills on the day of the

constable, and saw the chairman of
tho board pF managers appoint a person
to act as manager of election at
that poll, and he (the said (iullin) did
aiot object to such appointment.
Your committee have concluded that,
according to section second of an act
of the General Assembly, approved
the 2Gtli day' of September, A. 1>.
1808, none but tbe Commissioners of
electiou who wore appointed by the

that, therefore, the election which was
holdfu at the poll at Calhoun's Mills,
on the 25th day of May, 1869. managed

authority so to act, ia illegal, and

not qualify tfyom to vote, nor the fact
