Ills understated that Chief Justice Chase has eonsented to preside over a Court at Richmond for the trial of Jeff. Davis on condition that the President will issue a proclamation, which is said to be already prepared, abrogating martial law eo far aa the United Slates District Court of Virginia, is concerned, which the President ie perfectly willing to do. Within tha past thrae or four days, a very material change in the treatment of Jefferson Davis has bean introduced, under the direct ion of M^}or General Miles, acting no doubt under instructions from Washington. The guard formerly of his room of one soldier, has been removed permanently, U is said, and there is every reason to believe that the number of guards nil around the neighborhood of his cell will bevery materially decreased in a very short time. It will cost about $600,000. There will be, when the ooinage is completed, $3,600,000 in money in circulation, that being the amount of postal currency in fire cent pieces that the new coin is intended to supersede. The President signed the bill amendatory of the Habeas Corpus act, which is intended to protect Union officers and soldiers from prosecntions for acts done during the late war in obedience to military orders from their superior*. . The proceedings of the Senate were not particularly interesting. The reto message of the Colorado bill was received, but the 8enste adjourned without its being read. In the case of Colonel Jacques, of Illinois, whose trial, on an indictment for murder, has been for some days in progress, the jury, this morning, returned a verdict of not guilty, without leaving their seats.
