Ma. Editor : The Medical Practitioners of
this District met at Dr. Russell's Office, in the
Village, and unanimously adopted the followi?*K
ADDRESS TO THE TUBLIC.
The exegencies of tho times?the depressed
state of monetary affairs?tho high prices of
provisions and all the necessaries of life?imperadvely
demand that wo increase our rates
of charge.
The credit system has long been indulged by
physician of this country, and to an extent
unknown in any other business. In our relations
with tho merchant, farmer and mechanic
wo are debarred from trust or credit. So that
our very living now depends upon demanding
tho same rule of " the cash system," which is
required of us. Therefore,
Resolved, 1st. That the following Medical
Fee bill be adopted as our staudard rates of
charge.
2d. That settlement must be made in some
satisfactory mannor when the case is dismissed
; and that for advice or medioine obtained
at the office, payment must be made immediately.

is agaia a market for the purchase of goods,
and in view of the early opening of the spring
trade, we beg to solicit the resumption of the
patronage so liberally extended to this market
in the vast.
We are nware that many old and respected
firms will be missed from our number, hut
many familiar uaraes will be found in new associations,
ready to supply the wants of the
Trade, as of yore, and other old and new firms
will be added to our number at an early day.
The oash and short credit system having
been universally adopted iu all the Northern
markets, we are necessarily compelled tc
adopt a like system as the only safe ouo on
which to coduct business, and the heavy percentage
once necessary to cover bad debts will
now be avoided. 8mall profits and quick returns
will be the rule, and under its working
we hope not only to restore to our ancient city
licr former prosperity, but to extend her trade
to the full extent of the capabilities her excel
lent geographical position uud natural advantages
afford. Our interest and ambition combiue
to stimulate us in attaining t!:a result.
The South Carolina Hailroad is now open tc
Columbia, and its President has officially informed
us that the Augusta line will be com
plctcd to Blackville this month, and that on
the first of February he will receive through
freight to Augusta. A line of steamers to Savanna
will afford facilities for shipping ir
that direction. It is our purpose to have in
store by the last of February u complete uml

dishunduicnt, and there beiig now no authorized
troops of the enemy East of the Mississippi
River, it is
Ordtrrd. That from and after tho 1st day of
June, 18(15, any and all persons found in arms
against the United .States, or who may commit
acts of hostility against it. East of the Mississippi
River, will be regarded as Guerillas, and
punished with death.
