A fleet of steamers is now at Annapolis landing regiments of Northern volunteers to the AWmlcoTof eight thousand. Including the New York Seventh Regiment, which niurched into this city ye tcrday.there are about eight thousand troops here. The Capitol and Treasury buildings arc conV. verted into fortresses and aro full of men. A large force is to go into camp in the environs of the city. There are expected hero within a fortnight, about thirty-five thousand troops. Large bodies of volunteers are gathering upon the Pennsylvania borders, and their numbers are to be increased by accessions from Ohio, and this foroe, when organised, is to threaten the State of Maty land, and to open a line of communication between this city and Carlisle. So this city is to be the base of military -operations. The intention to coerce Maryland nwd Virginia is avowed in the government organ this morning. The Northwestern troops aro believed to bo more savage a id revengeful, and uwo hostile in their feelings towards the South, than those from any other Northern State. Many of the Western volunteers have declared that tlicy will not cross tho limits of the District j that they did not come there to enpage in civil war, and that they wero called out for tho purposo only, as was represented to them, -oT protecting the city from an apprehended mid. When the ttiiuo months service ol these volunteers is over, nothing but arbitnry powers can keep tliein hero. Tho Northwestern troops have abandoned the project of coining down by the Baltimore and Ohio Railroad. The road would lie destroyed to obstruct I heir progress, and. leddes, there me many places on the road where a handful of men could resist a host. They will either conic down by way of Pittsburg to Carlisle, or take tho Cumber baud Bead. Butjicrc again they are likely to he baffled, tor t*hey do not cany provisions for so long a march, and tlu-y will find none on the route. The passions of the North and t f the South arc now so much inflamed that nothing can arrest fhe progress of civil war. General Beauregard, on the 24th inst., visited the Washington Heights, and took measures for forming tin re an entrenched camp and a line of batteries. The Presi dent's house. Treasury and Capitol could not stand five hoursmider a brisk fire lrom these batteries. Therefore, it is now said that General Scott has a plan for dislodging this foicc, and taking possession of tho Heights by a movement both on ihcirfiatik and rear. But it appears to me very plain that the Confederate army will cross the Pntntnao below Fort Washington, and cut oil the Government's communication with Annapolis. So on the Hthoridge road will bo the first great battle of the war. The Government is making a great effort to coinmund the Potomac ami the Chesapeake by a large naval force. They will have a fleet of armed steamers oh tire river to prevent the Confederate army from crossing. When the Government communications shall be completely cut elf, it will cease to be a Government. From the subjoined paragraph from the Charleston Courier, wc perceive that the proposed legiou will embrace tho several .arms of service. Wade Hampton, a gentleman and cavalier, whose cliuracter needs no addition, title or endorsement, has received from Montgomery lull authority and u Commission for recruiting, enlisting and organizing an Independent Legion to comprise in judicious proportions Cavalry. Aruleiy and Uillenicn, or, it pretered Infantry. The Companies of each arm will be received as Companies, under their own officers, and the legion will he independent as far it can he.
