State direct of the war savings campaign beg yesterday and to continue throu the year 1918, issued a statemc outlining the meaning of the pi posed thrift plan and the method which war savings certificates c bo secured. The certificate, he sa is nothing more than a folder which war saving stamps, secui by the purchaser in his name, are be pasted. The government is ot gated to pay $5 for each of th< stamps on January 1. 1923, claimed. These stamps may he pi chased in December and Januarv $4.12, and during any other nun t in 1 hi8 for one cent additional 1 each month elapsed.
