MEETING.
Among these responses we may fairly
reckon the recent accession of U. S. troops
in our harbour; tor though this turning of
the purlieus of Charleston into an artillery
camp for Mr. FiHmore’s army, may have
been determined on before the date of the
meeting,'it was not decided till the forma
tion of a party disaffected to the action of
the State was unequivocally indicated, and
it was hot ptit in execution till that party
had organized," and gone actively to work
to prove that secession was madness, and
that if South Carolina acted alone, she
wouldtHferuined.

that this concentration of troops and mu
nitions of war, around Charleston,is meant
to overawe us with threat of coercion.—
The army of the United States is very
small compared with the wide field of its
duties, and there has lately been an extra
ordinary call for its services in the West,
to suppress Indian hostilities. That ser
vice has been lamely performed, from the
want of sufficient troops, and it is under
stood that heavy reclamations have been
made upon our Government by Mexico,
on account of the ravages of Indians from
our side, which the United States, under
the recent treaty, pledged themselves to
restrain. It is not then from the want of
useful occupajjpn for the army that it is
gathered hertP Moreover, the companies
sent here are withdrawn from other posts,
which are thus left defenceless, to com
plete the army of military power in our
harbor.
Finally, the last Congress threw out the
bill making appropriations for fortifications
and thus left no money legally applicable
to the carrying on of such works. Fort
Sumter, the only fortress of great strength
in our harbour, is unfinished. It is inten
ded to mount three ranges of guns-the up
per range upon the parapet. The iwrt
holes for the lowest range are finished,
bit there are no platforms for the guns,
and to mount even this tier, will require
a vdtry considerable expenditure, not one
dollar of which has been appropriated by
Congress. There are no barracks for thu
troops, no quarter for officers. The whole
interior is rough, with heaps of material
collected to finish the Fort There is
never an appropriation to arm a fortress
till it is finished, and it would take two
years to complete the work according to
its design. It is under these circumstan
ces, that the President undertakes to gar
rison Fort Sumter, without authority of
law, and without precedent. Can there
be a doubt of the object? Ordinarily,
there have been scarcely men enough here
to protect the works and niuuitions from
the assaults of rats. Now, Castle Pinck
ney, which has scarcely had a garrison in
the memory of man, is alive with artillery
J ractice; Fort Moultrie is full of men, and
ttely made a display of Federal insolence
and hostility, by refusing to allow the
citizens of Cliarleston to celebrate, a glori
ous event of the past within its enclosure;
and'lastly, the unfinished fortress in the
middle of the harbor is prematurely armed
and manned, without warrant of law, to
give proofof the determination of Federal
government to draw the sword against
our State. These preparations are meant
for us, and they are nothing less than a de
claration of war against South Carolina.

WHEREAS the Legislature of South
Carolina, at its late session, did pass an
Act to provide for the election of members
to a Southern Congress. And Whereas,
said Act requlfrs the Executive Autlrou
ty to issue Writs of Election to®m<* Man
agers of Elections: I do hereby renuire
you, and each of you, after giving legal
notice and being duly qualified, to proceed
to hold an election on the 2nd Monday of
October next, and day follow for two
Deputies to represent your respective
Congressional Districts; and after naving
determined on persons duly elected, you
will certify the same according to law, to
thr Covernor for the time being.
Given under my hand and the seal ofthe
State, in Columbia, this 1st day of June,
