Executive Appointments

Friends to Receive the
* Preference.

ulf. gives the following-item of news:
Within a few days past a great change
is noticeable in the matter of Executive
^ appointments. The President seems to
realize that longer, forbearance with the
enemies of his administration and its
measures was working, rank injustice to
his friends, and to have n-alizeij the potency
of the old party, maxim that "to
the victors belong the spoils." As a consequence,
the Radicals, who mostcred
effrontery enough to call upon the President
and solicit appointments for their
friends, received little reward for their
labors, and were treated to a plain exl>osition
of his intentions for the future.
They were told in language decisive and
f unmistakable that his friends should have
thep-eh-renee, and that no known eneniv
"of the administration policy should receive
the quasi endorsetnent of a Federal

Heretofore, when the President's private
secretary was sent to the Capitol on ofti'cial
business he was recieved with a
haughty frigidity that was absolutely insulting.
Within a few days all have be'
come anxious to.do him reverence. He
is met with the blandest of smiles and
surrounded by crowds who protest
against any rupture of the friendly relations
that should exist, between the Pres^
ident and Congress, and who vie with
4 each other in bestowing attentions, uttering
pretty speeches' and deprecating
the idea that they fire or ever were in
hostility to the Executive. Hut the work
will go on. .No one will be dcecb ed by
hollow pre'euces. Those officeholders
who have abused their positions to vilify

the name of a Wisconsin patriot who

words. Prof. Worcester's dictionary
about 104,000, and-tho latest edition of
Webster more than 114,000 Avoids.

returns Until the 15th of May next,
after which time the books will be kept
open fur "the receipt of the amounts due
until the 1st of July next, when they will
positively be closed, and executions issued
against all defaulters.
The Act of December, 1865, "to raise
supplies," expressly prescribes that the
following funds, and they only, shall be
received iif payment of taxes, viz:
Gold ami silver coin, United States
Treasury notes, or notes declared to be a
legal tender by the Government of the
United States, such bills receivable as
were issued under the authority of the
last legislature, pay certificates of Jurors
and constables for attendance at the
Court of Common Pleas, pay certificates
of bearers of votes for Governor and
Lieutenant-Governor and members of
Congress, and pay certificates of mem-,
bers of the lust session of the Legislature.
