LEGISLATION ?;
Congressman Scigel, of New York,
hns introduced n resolution in Con- 1
gross under the terms of which kid- '
napping of children would be a federal
offense and punished by death.
In view of the increase of this crime
in large cities such a law as this pro- '
posed by Mr. Soigel is commendable.
Kidnapping is one of the most infamous
and cruel crimes?a
crime usually perpetrated to extort
money from parents of the child that
is stolen.
Instances of the illtreatmcnt of
Kidnapped cnilrtren, nt me anguisn 01
parents and relatives would indicate
that the death penalty would not be
too severe punishment for this vicious
and unreasonable outrage upon the
innocent and unoffending child and
parent.
The New York Trhune is sarcas
tie. That paper asks "What is tin
matter with Kansas'.'" Its always in
trouble. This time the ears of corn
are too large and too long to go in
the sheller.
TOO MUCH JOY RIDING
A chief of police in California in
making a r port to the Commission
or of Public Safety sounds a warning
that will apply to other states as well
as California, lie says that many
people who are loud in their denunciation
of vice and immortality do
not realize the danger and bad inffuences
of joy riding at night.
"1 feel safe in saying that the automobile
is a more dangerous medium
of immorality than anything
yet devised," said the chief. He asks
for an ordinance requiring all hoys
and girls under 18 years not accompanied
by their parents pr guardian
to go home at 'J :d0 o'clock.
Wouldn't it worry you if you h;.d
to run the United States for about
two seconds? During the past, fiscal
year which has just ended the expense
of running the Uinted States
government was $">.1 15,P27,f5Sy, according
to the treasury department's
.statement.
SHELL OUT SURPLUS
The fact that so many people are
out of employment because of the
hard times and the tight money market
has started an investigation by
some of our statesmen at Washington
to know the reason why. The startling
fact shown that a billion dollar*
in surplus gold which might be
used to relieve the situation is lying
idle in the vaults of the Treasury Department.
Senator Smith, of South Carolina,
has been doing some investigating
along this line and lie m ikes this : ~
startling disclosure:
vi ' :.. -1- i . . I
wi' aru in int* nuusi 01 tine ot
the worst panics perhaps in our history,
while w,. have an oversupply
of money lyiii;_c unused in the vaults
of the Federal Reserve Board which
we created for just such a contingency
as this."
According to Senator Smith there
is no excuse for the situation and
to correct it he has in preparation a
bill which will providt that whenever
a surplus exists in excess of legal ;
requirements the Federal Reserve
Banks shall lower their interest rates
accordingly.

Durirg 'he . vere thunder storm
last Thursday lightning struck W. H.
Porter's stables and did considerable
damage. The bolt struck tin- south
gable end of t!i building and burned
a streak down to a single glass window,
which it shattered, passing on
down and ripping off planks, it destroyed
the l>ft door. From there it
passed on down, tearing and splitting
planks for a space of live or more
feet until it struck the long iron rod
above the double doors. On this the
bolt seems to have divided, passing
to the ground from each < mi. Mules
were quartered in a stall adjoining
the wall where the bolt pass'd down,
and showed no signs of fright or injury.
