He likened the enforcement of the provisions of the League to the case of a county sheriff. He rarely has to use armed force to carry out the decrees of the courts, but he has all the force needed to carry out the decree if it should become necessary. With England, France and the United States to back the decree of the League it is not likely that any of the smaller nations would care to or dare to oppose those decrees. Referring to the fact that in one hundred years of its existence the Monroe doctrine has not required a shot for its maintenance, Governor Cox said: "Bear this in mind. First, that matters must be submitted to discussion and arbitration and then if any nation violates (the league commendations) they are going to impose the commercial embargo.
