NO DANGER IN THE LEAGUE
in view of the wide misundersanding
of the purport of the League of
Nations and of its effect upon the >
peace of the world a statement from
Governor Cox in one his Western
! speeches is enlightening.
He likened the enforcement of the
provisions of the League to the case
of a county sheriff. He rarely has to
use armed force to carry out the decrees
of the courts, but he has all the
force needed to carry out the decree
if it should become necessary. With
England, France and the United
States to back the decree of the
League it is not likely that any of
the smaller nations would care to or
dare to oppose those decrees.
Referring to the fact that in one
hundred years of its existence the
Monroe doctrine has not required a
shot for its maintenance, Governor
Cox said:
"Bear this in mind. First, that matters
must be submitted to discussion
and arbitration and then if any nation
violates (the league commendations)
they are going to impose the
commercial embargo. It is the judgment
of men like EliTiu Root and
Judge Taft that the commercial em |
bargo will be an effective preventive j
of war. It is the judgment of the |
most profound students of the whole
question that the commercial embargo
will be sufficient."
Another thing that the rant t.against
the League of Nation
omit to notice the power to declare
war is with Congress and
will remain with Congress.
So all the talk about being involved
in foreign wars without ot.r consent
is founded entivc'.v upon ignorance
and misunderstanding of the League
of Nations.
