THE RACE QUESTION E
IN CONGRESS
Before the adjournment of Congress
the race question was introduc- ?1
ed by Mr. Madden, of Illinois, by at- t
tempting to amend the bill to rejru- J
late commerce by adding this amend- t

Carolina, opposed the amendment, t
making a vigorous protest against it
in the following remarks: i
I regret that this question has been (
injected here. Uut it might as well (
be met at one time as another. The }
people of the Southern States, in so
far as I know, have legislation for |
separate coaches for the white and (
colored peoptle.and have provided that |
equal accommodations should he provided
for both. In so far as the law
of South Carolina is concerned, I v
have the honor to have drawn, in v
conjunction with another, the amend- |
ments to the separate-coach act (
which has been the statute that has (
been on the statute books of that j
State ever since 18I)'.t, and it provides
for absolute equal accommodations (
for both races and there is no dis- |
crimination against either one.
The gentleman from Illinois (Mr. j
Madden) has manifested considerable (
"agony" about the colored soldier. I
want to know what the gentleman's j
State of Illinois has done for the col- (
ored soldier. A few weeks ago they y
had a race riot in the city of Chica
K". wncnce me jjenileman conies, ami
they shot down colored men from
one end of the city to the other, as
reported by the press, the race lire- ,
bein>r absolutely drawn between ,
whites and blacks in the contest
which it took the State troops to stop.
I challenge*- the p'o^Hleman to ,
charge anything like that to the poo- pie
of any Southern State. A few
weeks u^o in this city, and by the
same spirit, the same thintr was done,
and in the last few days in the city of ,
Wilmington, Del., the same tiling was
done.
Now, T admit that occasionally, in
violation of law, the people of the
South take a man who is red handed
from committing an unmentionable
crime and harp; him to a lamp-post,
but they do not betrin to shoot all Decolored
people in the community for
the reason that one individual has
violated the law.
Now, 1 want to ask the gentleman's
attention to the record of South Carolina
and Chicago and Illinois, with
respect to the colored soldiers. At
the last session of the Legislature of
South Carolina, without any blare of
trumpets or foaming at the mouth
about the colored soldier, the State
of South Carolina appropriate)

to the colored soldiers who represented
South Carolina on the fields
of their country and provided for it
to he put upon Ihe grounds of the
pre at edueational institution that
South Carolina maintains for thuin,
and ereated a commission to appeal
to the white men of South Carolina

today that cause is heinp successfully
placed before the white people of
South Carolina and they arc responding
with their usual liberality
arid with their usual patriotism. Now,

of that kind? No. They propose
to pay the colored soldier by a
political, demapopical attempt to stir
up race hatred in a country where we
have abolished it because of our proper
dealinp with the race question.
And, Mr. Chairman, whenever the

his Slate to place the colore#! man
of Illinois on an eipiality with the
colored man of South Carolina in the
recognition of his patriotism ami
representation upon the battle liehls,

to begin to come down and assail tiepeople
