GERMAN WAR PRACTICES (Continued from page 2) , misery of the people but partially ' ! nourished at best, the deportation of ! men by tens of thousands to slavery j in German mines and factories, the execution of men and women for paltry effusions of their loyalty to their country, the sacking of every re- ' soifco by financial robbery, the fat- 1 teninjr of armies on the slender pro- < ducc of the country, the denudation of the country of cattle, horses, and textiles; all these thinirs we hail in witness, dumb to help olher than by protest and sympathy, during this terrible time, nnd sti'l these are not the events of battle heat, but the effects of a grinding heel of a race demanding the mastership of the world. All these things -are known to tinworld?but what can never be known ' is the duioi) agony of the people, tinexpression less faces of millions whose ' souls have passed the whole gamut of emotion. And why? Because these, a free and democratic people, dared plunge their bodies before the march of autocracy." Frederick C. Walcott's description of devastated Poland comprehends the monstrous woes inflicted by the Prussian system upon those defense- i lese people. i In a statement prepared for the book, Vernon Kcllog said: "1 went into Belgium and occupied France a neutral, and I maintained while there a steadfastly neutral behavior, but 1 came out no neutral. . . .1 went j in also a hater of war, but 1 came out a more ardent hater of war; but, also I came out with iner dicable conviction, again, that the only way in wnicn uormany umlcr ts present rule and in its present state < f mind can be kept front doing what it has done is by force of arms." The book gives excerpts from the diaries of German soldiers of which these ate speeiniems: "In the night of August Id-IP the village of Saint Maurice was punished for having fir ed on German soldiers by being burnt to the ground by the German troops. .The village was surrounded, men posted about a yard front 1 one another, so that no one could get j out. Then the Uhlans set lire to it . house by house; neither man, woman, or child could escape; only the great- t er part of the live stock we carried off, as that could be used. Any one who ventured to come out was shot' down. All the inhabitants left in the village were burnt with the houses. "A horrible bath of blood. The whole village burnt, the French thrown into the blazing houses, civilians with the rest." That the reign of frightfulness was the definite policy of the German Government is testified to by an ( amazing collection of documents and utterances of German officialdom. \ Herewith are excerpts from doeu- | .miliary proof furnished l>y Oerman records establishing the truth beyond question: "As soon as you come to blows with the enemy he will be beaten. No . erey will be shown! No prison, rs .vill be taken! As the Iluns, under Kintf Attila made a name for themselves, which is still mighty in traditions and legends today, may the name of (lermun be so fixed in China by your deeds, that no Chinese sh ?Ii ever attain dare to look at a (lerne.'.n askance. . . . Op a the way f >v Kultur once for ail." From the Kaiser's speech to the soldiers on the eve of their departure for China in 1900. 41 Whinwa-or Q ?? - 1 1 .. ... ... . v it urn iwiui i Will" uri'UKH out, terrorism becomes u necessary military principle." General Von liartmann. "The city of Brussels, exclusive of its suburbs, has been punished by an additional line of r>,000,000 francs on account of thi- attack made upon a German soldier by Ryckere, one of its police officials.?Baron Von lai'-l twit/.. Governor of Brussels. "I am thirsty; brinK nie some beer, Kin. rum." "If you lie to me I will have you shot immediately." These sentences are taken from a phrasebook supplied to German soldiers, according to Minister Brand Whillock. "One cannot make war in a senti mental fashon. The more pitiless tin conduct of the war, the more humane it is in reality, for it will run ts course all the sooner." General Von Bernhardt "The innocent must suffer with the puilty. . . .
