h?ve been virtually out of the
news for the last few months in

mention, but the councils are not
" 7 idle, savs their state chairman.
L TKe council movement in South 1
' Cainiina will be two years old this
.: summer. According to Tom D. ;
Keels of Sumter, state chairman,
they have been two years of ac-.
complishment. turbulence, achievement
and maturity.
"We've learned a lo^^I, he says.
Citizens Councils stronger than
t??er. We've got out feet solidly
on the ground. ? '
"We ve purged ourselves of
politics and any effort to influence
the church movement. Now
. *' we are the type of organization
f?.r which we were designed:
watch dogs for continued segrega*?
tern."
' I^ast fall. KeeU admits, ^some
of ouV members toyed with the
independent movement in the
rtate. Whether they mean it to be
or- not. -the councils nevertheless
wfie associated with that .'move...
ment. That gave- us a setback.

Almost ever? lower state
county has at least one council.
.Williamsburg, for instance, has
nine. Sumter has one which is a
county-wide group and probably
the largest single council in the
state. In it Keeis is vice president.
?In the upper state the movement
is less advanced. Locations
of some of these councils are in
Spartanburg. Saluda. Lexington,
Fafrfield. Richland. Aiken and
North Augusta.
South CaAlina Citizens Councils
are working continually, Keels
savs. to imprcTve their leadership.
The antics of John Kasper at
Clinton. Tenn.. last winter a n d
lis self-appointed status as head
of the "Seaboard White Citizen?
Councils" has been deplored by
South Carolina council leaders.
