RURAL EDUCATION AND
RURAL PEOPLE
We are making much progress
in our program of rural education
in South Carolina. Of course
the same is equally true in all
sections of the rural South. The
progress as compared with the
rapid progress in the urban ana
industrial centers cannot be seen
au cunscicuousiy, out we are gradual.y
improving the schools and
the type of education offered
children in the country is mu.h
1/etter than what was offered
thirty yeais ago. The same ohsorVations
can be made in the city
schools too.
A?
In addition to the oOf) Rosen
wa ,i ui i!u is erected Tdr Negro
children others buildings have
been erected. and allium enlarged
and remodeled. - - .
It is to be noticed -that salaries
of Negro teachers have n?t nd- ?
vanned in proportion to the phyicai
improvement of the Negro
schools. This is a protlem_Jto be .
handled by the " legislature. TRe
physical improvement of the
schools may be due, in a large
measure, to the fine leadership
of the Jeanes Supervisors", the encouragement
of the ttgSne eAacouragement
of the State Agent
of Negro s hools, the cooperation
, of local trustees, the people ol
the 'communities and the Julius
Rosenwald Fund. Anyway them
substantial improvements can be
seen in almost every county from
the mmintnina f<> tl,n o
Few counties have done more
or as much as Newberry County,
in the physical improvement nl
Negro schools. For 27 years U
S. Gallman has been the supervisor
of the Negro Schools 1 111
Newberry County, and during his
tenure has constructed 27 schoolhouses
for Negro pupils, all of
them from two to six teachers
buildings. Mr. Gallman has had
many of the weak schools con- _
?? sblidaU'd; making one serVicable
rural gradc'd school in each Case.
These people have also provided
sh.-pwovk and library facilitiies
:?ami rnanv of (Tie school?grounds "
around the?schools have been
beautified. with trees and shrubbery
adding much to the appearance
of the property.
The observations made are not
done without considering the
many problems to be challenged
if the children in country schools
are to have adequate facilities for
their education. We hope the end
of the present decade will find
conditions so improved that t
eriu ationai opportunities of the
hoy in the country will be just as'
good as those offered the children
in urban schools.
