Public Housing
THE SLI M
The Germans call it "Misery
Sector"- Wo?call?it?^?a-'
word which may very well have
been derived from the German,
"Schlamn'. meaning slime. To English
professors slum is a comparatively
recent addition to our
language; from the standpoint of
?the millions of workers who are
forced to live in the slum, how
ever, it is Wry., very old and
ugly.
J
1 But whatever w<> call it, or how
ever we view it, the slum of today
is one of the major sources pi.
the American city's social and economic
Woes. It is a fester child.
of greed, developed in a period ol
unregulated and unprecedented development.
It is a parasite whose
existence cannot be" justified. ~~
The American slum is generally
one of two types*, namely, the
district whicii staif'1 from-nci-ntf-h
iis a blighted area, an., the neighborhood
which once was decent
. but which has deteriorated into a
dilapidated sector. In the first
-J'4 group we have our factory towns,
consisting, of jerry-built shacks
thrown up bv industrial, plants to
house imported labor in periods of
rapi'd expansion. In this group
too, is the city tenement district,
where substandard housing, conditions
constitute the a'nswVr of
private enterprise to the demand
for low-rent dwellings.
Most factory towns were built
at a tunc when no huiining standards
were insisted upon and few
provisions for decent living nad
?-a been made... W^itli?tire jfears.
structures were alio w*cd 'to fall
into disrepair. " No improvements
were added; tne position of th
tenants was not materially belter1
? e<L; families, rather than wages
increased; and the result has beer
squalor and overcrowding. Recurrent
periods of unemployment, ae- |
story of their own. Built on the
have fostered decay.
The tenement districts have a
story of their owdi. Built on the
"other side of the tracks" they
represent deliberate c?prUi uctjioi:
of substandard housing for l'Uinil**
ies. of low income. Covering as
much land as possible in order to
realize maximum profits, these
habitants \yith their dark halls and
narrow staircases, tin ir wash-line
cluttered roofs, and windows stutfed
w.itti aited lA'dding, 'have be1.n
the envi'ioninental cesspools in
which many a boy has received his
irainiiiir fur American citi/.cnship
On the other hand many slum?
' nave .seen better days' and whivl
are found in those areas which
have tie {telle j ated into cancerous
frowths at the very in-art of tin
^ city. This is the old part of towi
where the dilapidated shacks were
once fashionable residences. Hut
a* the city grew, tlie business section
spread. The motto pt-osp'erous
residents retreated to the privacy
and cleaner atmosphere ol
?' the suburbs, The old: homes were
converted into shops, llats and
boarding- houses. Landlords found
it unprofitable, to repair them.
Modern .-conveniences such as dec
' trie lights, gas, and private san|
itatioh seldom reached the slums
Even fumigation and extermination
came to be regarded as luxuries.
j . , The present population in these
districts is often foreign, one iaee
" following another into the rotting
structures. Here are the "Ghettos'',
the 'Whisjkey Islands', land

today.
r Curtailment of immigration has
shut off the flow of foreigners but
still the slums are full. .Millions
A of Americans, unable since the lie-.
prossion to afford decent housing
A " have taken to them as a last resort.
And private industry, j reI
(|uiring a profit for any invest
nientr -is -unable to build standard
housing at rents stitlieiently low.
Today, an awakening of social
, consciousness has led the public to
demand that these, areas of blight
u and dilapidation be destroyed and
1 that in their place, decent and sanf|
itary homes lye erected. The (Jovil'
eminent of the United states in
L conjunction with the wide-awake
LT cities of the nation has instituted
If a nation-wide program of lV,wy
rent housing and slum clearance
in answer to that demand,
