Public Housing For
Low Income Families
* On the assumption that theaverage
American citizen is interested
in .'unde rstanding the lowrent
housing movement so that he
may hold intelligent and well
founded opinions. "The Palmetto
Leader" will present a series of
articles'touching on its fundaincrt
tal points and principles.
"We. have for too long neglected
tne housing problem for all our
lower income groups. We have not
_yet begun--adequately^ to help?the
families in the overcrowded seclions
of our cities to, live.its Ameri cnn
citizens have a right to live."
So spoke President Roosevelt last
w October in New York City.
"We need action to get better
city housing. I 'am confulent that
the next Congress will send us on
our way with a sound housing pro_jiram."

But this realization of the need
'on the part of low income families
fdr help 'toward better housing is
no new thing with the President.
Early in 1033 a* part of his major
relief piogram lie set up the Public
Works Administration, with one
of its functions the duty of carrying
on a demonstration piogram of
public housing. PW.VS Housing
Division has been working since
"that time setting standards for
housing piojeets, buying land in
-slums for clearance, mid constructing
lit'ty-one new communities in
3G cities. When completed, they
r will olFer decent homes for close to
25,000 low income families.When
it i* realized, however,
that about one-third o; all American
families arc now forced to
live in what the Housing Division
calls substantialtl houses it can be
seen that its first program is only

Eight housing bills have lately
been introduced into Congress. Ui
these the most lar-reaching is the
Wagnei-vStcagall bill* presented by
Senator Uobert E. \\agner and

This bill provides for a loi.g range
housing program to be conducted
by a new federal agency called the
United States llou.-ing Auihuiity,
which will assist local Housing
Authorities through loans ami
grants to clear slums and provide
new low-rent housing.
