The morcy will be allotted to the, variousstates according to population. Of j., - course the Southern states will count every last black boy andgirj-that can be found in order that Py may fret--every dollar poss; And they should, such boys girls being citizens. Dollars belongingto colored youngsters will, as the now is, be spent foa* -the , ;es?that is, unless the fadi- ] and practise of the Southern states charge over night with ref erence to appropriati ng money fot Negro schools. These states have a dual system of Education. Th* Negro ha:? nothing to do with thai but he has to pay for it by beinc denied his rightful share of pub lie money, the same being usee for the other fellow. That thai is the common practise of sucl states,^ one needs but to read tin annual Educational reports of th< various Superintendents of Educa tVon. Take for an example tin report of South Carolina for 10155 15(5. During this' period for pub lie schools teachers thoiv wa: spent ?0,OTP,550. Of this amoun the whites received .$7,573.850 am Negioes I?) .505,700. White Elementary teachers received an av erage salary of $7-18. while Negri teachers received the magnifieien -inn ?? ??? ?
