The death, so lamented, of the Hon. Preston
8. Brooks, oreat.es a vacancy in South Caroli
na for the Fourth Congressional District, which :
it is necessary and proper to supply without
undue dclnv by another election. In such '
case, the law provide* that the (Ipvornor of j
the State shall order an election.
