After a resume of tlio condition < the United State.', the writer thus portrai Mr. Buchanan's character, and indicates h policy as President : ' Mr. Buchanan has one quality ,und p-ir haps ?nly one, in cojnmon with Louis. It is easier to oiler negative than a positive affirmation as to tl policy of the future President.
