of ono sort and another, is before it, hut
mostly of an uninteresting character. We
may mention a few particulars next week.
We notice but little of interest in the
proceedings of Congress for the past .week.
Tbo Senate has pasted a bill providing for
-mo construction of ten steam sloops-of-war.
This measure, wo presume, was pa&sed in
view of the threatening aspect of our foreign
affairs, and at the suggestion of the
Secretary of War, who recently asked,
through tho President, for an appropriation
of three millions for a similar purpose.
The steamer Baltic arrived nt Halifax on
tho 4th instant. Sho reports cotton, in
Liverpool, steady and unchanged, with sale*
of 26,000 bale*. > The
peace conferences opened on the
23d ultimo.^ The envoys have all arrived.
/ Confidence in peace ia increasing. The
American excitement is subsiding.
A large force of English troops is to be
concentrated in Canada.
A new loan of five millions is about being
negotiated by the British Government.
The Convention meeting wbioh was to
be held on Monday, was postponed in con
, sequence of a want of' time to bold it, the
Court being in Bewion. It will bo held on

1st. That wo organize ourselves into a
Kansas meeting. for the purpose of raining
means to enable our young arid patriotic
fellow-citiiens.of this District to emigrate
thither and nettle tho country for tho South.
2d. That a Cnmmittoo of twentv-onc
persons bo raisod by the Chair, to solicit
from tho people of Ablnivillo District, subscriptions
of funds sufficient to equip and
transport to Kansas a body of our young
men, to be ready to start by the 25th of
this month, or as soon thereafter a* circumstances
will permit.
3d. That Abbeville District should equip
and transport to said Territory a company
of at least ?? persons, and for this purposo
tho District is earnestly Appealed to, to
raise an amuunt of money sufficient to accomplish
this ohje?-t.
4th. That a Committee of nine be appointed
hy the ChAir to superintend this
organisation, wliote duty it shall be to ob-j
tain emigrant*, to reetivo and reoeipt for tho
various sains subwribed by our citizen* .<
elect an Agent in whose hands the fund*
aforesaid shall be entrusted, who shall be
made answerable for it? faithful disbursement.
6th. That each and every citizen of tlfe
District is earnestly requested and appealed
to, to*iid our patriotic objert by subscribing
according to their respective means and inclination.
The poor and the rich are called
on to contribute to a cause of immense and I
paramount importance to the wholo com
munity, and none should withhold hi* hand
in furthering this great Southern enterprise.

In a rase of alleged child murder, recently
tried in Pennsylvania, the State undertook
to establish tho fact that the child had
been born alive, by evidence of an examination
of tho lungs by tho hydrostatic test. l>v
physicians wlin gave it ius tlicir opinion llmt
the chilil had lived, because the lungs floated
in water, in whole or in part. The
doctors had neglected to regulate strictly
tho temperature of tlie water in which the
lung* had been tested. This was taken advantage
of by tho counsel for the defence,
who, by n very ingenious and delicate experiment,
demonstrated to tho jury that
there was no reliance to bo placed oiv th?'
hydrostatic test, unless the temperature ol
the water had been carefully ascertained.?
