station, and how tlmy are otherwise supplied
with the mail, to enable the Postmaster
General to direct a mail messenger supply from
the 1st of July next.
20. Sectioa 18 of on act of Congress approved
March 3, 1845, provides'that contracts
for the transportation of the mail shall be let.
"in evory case, to the lowest bidder tendering
fuificeient guarantees for faithful performance,
without other reference to the mode of such
transportation than may be nesessary to provide
for the due celerity, certainty, and security
of such transportations." Under this law,
a now description of bids has been received. It
does not specify a'niode of conveyance, but engages
to take the entire mail each trip with celerity
.certainty, and security, using the terms of
thelaw. These bids are styled, from the innnuer
in which they are designated on the books of
the department "star bid*," and they will be
construed as providing for tho entire mail,
however large, and whatever maybe the mode of
conveyance necessary to insure its "celerity, certainty,
and security."
In all cases where tho lowest grade of service
is believed to be sufficient, ta6* lowest bid
will be accepted, if duly guarantied, in preference
to a "star" or specific bid.
