(Correspon- i donee of the Associated Press)?Any c person found with explosives in his i possession after November 15 with- t out a license issued by the Federal 1 government must show the purpose i1 for which the explosives are to be t used will be liable to arrest and fine 1 of 000 or one year's imprisonment. : Under the law, the Director of Mines is empowered to utilize the s services of all United States oflic \Y i and all police officers o. the states* 1 including the city police forces, couni.-i,,v..;ir.. a ? . The police of the cit- 1 ies have already been organized for f this work, headed by a committee of chiefs. The police are not only to I look after the enforcefierjt of the law, but are also to make thorough investigations of all dynamite outrages 1 and fires in factories and warehouses, 1 and to make their reports to the Director of the Bureau of Mines. Persons apprehended in plots to blow up factories and bridges will be turned over the authorities for prose- t cution under federal or state laws. Most, states have especially severe punishments for these crimes. New n York has an extreme penalty of d twenty-five years imprisonment for the placing of dynamite with intent to blow up property. The penalty provided in the Federal war measure is merely to cover the illegal possession r?f explosives. The law provides that everyone who ,s handles explosives must have a license issued by the Bureau of Mines in Washington. The seller of explosives and the purchaser of explosives must have licenses, issued generally i>y the county clerks, or other local <' jflieers authorized to administer n laths. There will be at least one li- '' sensing officer in each county, and nore agents will he designated if the 'ounty is sufficiently large to warrant t. If a state has laws providing for |. x system of licensing persons man- s| jfacturing, storing, selling or using it explosives, the state officials author- a zed to issue such state licenses shall h >e designated as Federal licensing ' agents; also city officials qualified to ssue city explosives licenses will be liven authority to issue federal V', eenses. A federal license will not ieve any person from securing licen-*| ?es required under state laws and lo- tl \a lordinances. Only citizens of the p United States or of countries friendly P ,o the United States and the Allies nay obtain licenses. Contractors, mining companies, luarrymen and others using large juantities of explosives, which are iaandled by employes, may issue explosives to their cni|)loyees only through [hose employees holding a license, t called a foreman's license. r The purchaser of dynamite, in oh- d tabling a license, must state definitely [ ivhat the explosive is to be used for 1 and will be held accountable for its use as stated and the return of any ^ explosives that may be left. f With the strict enforcement of this law, the federal authorities hope to f prevent explosives falling into the 1 hands of evilly disposed persons and ' nut a stop to all further dvnanaite ' plots.
