and the comity of nations in the treat
ment of innocent American citizen
in Germany, the government of th<
United States can not perceive an;
advantage which would flow from fur
her engagements, even though the;
were mere declaratory of internationa
law, entered into with the imperia
German government in regard to th<
meaning of any of the articles o
these treaties, or as supplementary t< '
them. In these circumstances, therefore,
the government of the United
States declines to enter into the specia
protocol proposed by the imperial gov
ernment.
"This government is seriously considering."
continues the note, "whether
or not the treaty of 1828 and th-.1
revised articles of the treaties of 1785
and 1790 have not been, in effect, abrogated
by the German government's
flagrant violations of their provisions,
for it would be manifestly unjust and
inequitable to require one party to
an agreement, to observe its stipulations
and to permit the other party
to 'disregard them. Tt would appear
that the mutuality of the undertaking
has been destroyed bv the conduct of
the German authorities."
The German note, aim made public

discovered and the probability that,
more are to follow has not shaken the
official belief that the majority of
Germans will remain loyal.
Whether the treaties mav he considered
abrogated through Germany's
action will depend uoon the state department's
view as to whether senate
approval is essential. There is doubt
whether the department alone can
reach such a decision.

would like to get them within the next
five days. The navy is the first line
of defense. The president has directed
the emergency increase of the
enlisted personnel to 87.000. This requires

Lieut. Cooper made it clear that!
every citizen can "do his hit" in the
navy's recruiting campaign. Men ineligible
themselves can exert their influence
toward inducing qualified men
to enter. Non-commissioned officers
in charge of the several recruiting parties
will gladly explain to anyone the
conditions of the service, its advantages,
salaries, promotions, retirement
pay. The need is urgent for the immediate
filling up of the authorized
quota, since all the new men must he
trained and even rudimentary training

in Columbia.
Miss Ruth Jones, daughter of the
Rev. E. S. Jones, Methodist minister
of Rock Hill, died at the Raptist hospital
Thursday, March 22, afternoon.
Miss Jones was hut 11) years old. Three
days ago she was brought to the hos
pital, suffering with spinal meningitis.
She was a niece of Mrs. E. M. DuPre.
The body will be taken to Spartanburg
for interment.
Miss Jones was the eldest daughter
of the Rev. and Mrs. E. S. .Tones.
For one or two years she was a stu-j.
