Hughes, Hamblin, and myself, met the
gentlemen above named in my committee-room
at the State house about 6
o'clock that same evening, as I had

After the gentlemen from Union ,
had stated to the delegation what they
came for, the Union delegation,
Messrs. Hughes, Hamblin and myself, I
unanimously agreed, without any discussion,
that no bonds could be issued
upon an 8 per cent, basis of property i
valuation, except to an amount so

I told the meeting that there was a i
way by which honds could be issued,
that we had seen a bill along that line,
hut as our committee clerk was absent.

Mr. Thomas Cothran, of my commit- i
tee, and give the gentlemen the in- 1
formation. That was all that occurred
at that meeting, and we agreed to
meet the next morning at 10 o'clock 1
when I would report the result of my 1
investigations as to how bonds could 1
he issued. I saw Mr. Cothran at h 1
o'clock in the afternoon of the day
stated I would, and found that there !

stitution giving any municipality the j

dress, which abounded in wit, lopri<

saw the mayor and city council that
same evening, at my hotel, after the
legislature had adourned, between 10
and 11 o'clock, and told them what 1
had found out, and I said, "Now, the
only thing for you to do is to issue
bonds on basis of maintaining and extending
your electric light'and water
works systems." Mr. Wharton, the
mayor, said he was sure he could get
the commissioners of public works to
join in with the council, and get the
issue of bonds desired. The mayor
and entire council seemed much
pleased over the situation. On the
following morning, according to appointment,
the delegation from the
City of Union met the Union county
flelegation to the legislature in my
committee room at the State house. I
showed the law regarding the issue of
bonds to both Messrs. Hughes and
Hamblin; I then asked council for their
request in writing to the delegation
to arrange a bond issue in line with
the law governing said issue, which
Lhey gave, signed by mayor and all
the council, and Mr. Arthur, as clerk.
Mr. Lybrand was absent, as before
stated, on account of sickness of his
child, but I\r. Wharton said he would
sign had he been present. I then

would be down on the 12 o'clock trail
that day to see the Union delegation
I notified Mr. Hamblin that Mr. Whar
ton was coming, and tried to notifj

ing, February 4. Mrs. Carter was 77
- years of age, and is survived by seven
, children, one brother and two sisters,

- of Chester, Mrs. J. P. Pendergrass of

eran of the Civil war. He died in
