Washington, Dec. 9.?One-cent postage for local first class mail deliveries, and a zone system of rates for second class matter, which is expected to greatly increase the charges for Tnatrazines and ot.her tipi-iiiilipal^ hnv. ing a nation-wide circulation, arc provided for in the annual postofliee appropriation bill as virtually completed today in committee. The measure, carrying appropriations totalling about $327,000,000, probably will be reported to the house next week. Under the one cent postage provision the rate on letters and other mail matter of the fifirst class, when deposited in any postofliee, or branch postofliee, or letter box, or postofliee in the delivery district, for delivery within the limits of the postofliee, city or rural delivery district, would be cut in half. Radical Change. The zone proposal for handling newspapers and magazines, which now pay a flat rate of one cent a pound, is regarded as one of the most radical changes in postage rates in years. It divides the countr yinto eight zones, with rates chargeable ranging from one cent for 300 miles to six cents for 1,800 miles or more. The bulk of daily newspapers, the committee believes, will not be affected, because they do not circulate beyond a threehundred mile radius. The provision follows: That all newspapers, magazines, and other publications regularly admitted to the mails as a matter of the second'class, when mailed by the publisher, shall hereafter be subject to the following rates of postage, the zone-system now applying to parcel post matter to be adapted also to second class matter: "Ixjcal, first, second and third zone (under three hundred miles), one cent per pound. roiirin zone jinree nu no red to six hundred miles), two cents per pound. The Postmaster General shall have authority to require publishers to separate their mail into zones when offered for mailing." Among other provisions, the bill increases rates for mail order catalogues from two to eight cents a pound, making them third class matter, instead of parcels post; raises the limitations on promotions of clerks and carriers in first and second class postoflices; broaden the postmaster general* authority to deal with lotteries, drugs and poisons and increases the rural mail delivery appropriation by $-1,000,000 over the $'49,000,000 recommended by Assistant Postmaster General lllakslee. Chairman Moon, of the postofiice committee, said tonight that the bill still was subject to change before being reported, and that the question of hearings on the proposed pneumatic tube service appropriation was in abeyance. ei.kokd" grove. Elford Grove, Dec. 11.?As it has been sometime since 1 wrote I will try and give a little news this time. Mr. John 1 lodge, one of our near neighbors of Elford Grove, will move this week near Pacolet and wo certainly hate to so* him move. He is a good neighbor and one of the best farmers in this section. He will be missed by all and especially in the Sunday school at Elford. We wish him a great success. Our Sunday school at Elford is still moving on and doing prood. We have a very large crowd every Sunday and Mr. J. S. Thrasher is taking great interest in teaching the little children. Rev. J. S. Thrasher is going to give a Christmas tree at Elford on Christmas day for his Sunday school and we want everyone to be present at 2 o'clock, p. m., Dec. 25. Everybody is invited to come and if anybody wants to put on any present it will be all right. We are expecting a good time and a Merry Ch'-istmas. The people of tTiis section are killing some fine hogs. We are sorry to learn that Mr. Dan Gallman is very ill at present. We hope for him a speedy recovery. Bail in the sum of $4,000 each was granted by Chief .Justice Gary to four of the eight men arrested in Abbeville county a few days ago charged with being implicated in the lynching of the negro Crawford.
