Municipal Electric Light and Water Works For Year Ending
June 30th, 1916.

Gentlemen:
Pursa&tit to instructions, I have made an examination of the accounts,
books and records of the Municipal Electric Light & Water Works, Union,
S. C., for the year ended June 30, 1916, and submit my report herewith, consisting
of the following Exhibits, Schedules and Comments.

EXHIBIT "A" FINANCIAL STATEMENT.
ASSETS $166,781.55.
CURRENT?$8,859.01. The current assets consisted of Cash $23.56;
Accounts Receivable $1,829.19; Bills Receivable $2,057.76; Hotel Union
$70.00; Inventories of SuDnlies $4,878.50.
FIXED?$'145,459.93. Fixed assets consisted of Plant $143,797.00; Tools
$771.20; Team and Wagons $145.00, and Office Fixtures $746.73. The item
of Plant?there was a balance to this account on July 1, 1915, of $120,124.82,
to which has been added, covering improvements and extensions during the
year?

Making a total of $146,797.00. I have charged off for depreciation $3,000.00,
leaving the net Plant Account $143,797.00.
CONTINGENT $12,129.02. This represents amounts charged against the
City of Union for lights and water at the rate of $3,000.00 per year, for
several years prior to July 1, 1915. Under instructions from the Superintendent,
Mr. Easterling, I have made no charge against the City for lights
and water for the past year.
DEFERRED $333.59. This covers interest paid in advance $284.11, and
Insurance $49.48.
LIABILITIES $103,347.40.
CURRENT $P2,108.28. This covers Accounts Payable $1,899.78, as shown
in detail. Schedule No. 2, and Notes Payable $10,208.50, per Schedule No. 3.

EXHIBIT "B" PROFIT ANI) LOSS ACCOUNT.
This Exhibit shows all debits and credits to Profit and Loss for the
year ended June 30, 1916. The Net Profit for the year was $11,512.79, after
charging against Profit and Loss $3,000.00 for depreciation on plant, which
has been transferred to Surplus Account, Exhibit "C." No charge has been
made for the past year against the City of Union for lights and water; for
several years prior to July 1, 1915, $3,000.00 was charged against said City
and Profit and Loss credited. If the usual charge had been made against
the City for the past year, the net profit would have been $14,512.79 as
against $9,548.56 year ended July 1, 1915, an increase of $4,964.23.
The income for the year ended September 30, 1910, on account of lights
, and power, amounted to $"11,514.86; for the year just closed $20,159.47, an
increase of $8,644.61, or 75 per centum. In 1910. the rate was 15 cents per
K. W. while it is now only 10 cents per K. W. It will be noted that the
amount received for lights and power increased 75 per centum while the
; rate has been reduced 50 per centum.
Water income year ended September 30, 1910, was $7,390.52, and for
the year ended June 30, 1916, $11,388.88, an increase of $3,998.36 or 54'/r.
This is an unusually good showing and one to be proud of. It certainly
proves that Mr. Easterli'ng, Superintendent, and the Commissioners have
done fine work in making the grand showing.
EXHIBIT "C" SURPLUS ACCOUNT
There was a balance to Surplus on July 1, 1915, of $51,921.36, to which
has been added the net profit for the year, transferred from Profit and Loss
Account, Exhibit "B", $11,512.79, making a Net Surplus of $63,434.15.
SCHEDULE "1" shows all accounts receivable, in detail, as at June
30, 1916. $1,829.19.
SCHEDULE "2" shows accounts payable, in detail, which amounted to
the small sum of $1,899.78.
SCHEDULE "3" shows notes payable, $'10,208.50.
BOOKS AND RECORDS
The books and records have been kent in excellent shane. This i? nlso
proven by the fact that there is seldom a kick about bills. T have been
in lots of Light and Water oflices, but in no case have I seen as few complaints
as in Union.
CONCLUSION.
I found conditions generally satisfactory in every respect.
