The " militiamen become immediately subject to the commands of the federal authorities, being under the same " rules and regulations as members of 5 the regular army. The president alone has power to ' (ill vacancies occurring in any grade 5 of commissioned officers. At any time the moral character and general un" litness of an officer in the National " Guard may he determined by an efr ficiency board of three commissioned officers of higher rank than the of' ficer being investigated. Commissions 1 of officers of the National Guard may be vacated upon resignation, absence * without leave for three months, upon the recommendation of an efficiency board, or pursuance to a sentence of ' I eourtmartial. : When, as in the present case, the ' National Guard has been brought into ' j the service of the United States there ; I shall be immediately organized one reserve battalion for each regiment of infantry or cavalry. As vacancies ; I occur from death or other causes in any organization in the service of the United States, men shall be trans' ferred from the reserve battalions to the organizations in the field so that the latter may be kept at. their ; war strength at all times. A regiment of infantry consists of one colonel, one lieutenant colonel, three majors, 15 captains, Hi first lieu tenants, 15 second lieutenants, one headquarters company, one machine gun company, one supply company and 12 infantry companies organized into three battalions of four companies 1 each. Each company shall have not ' less than (55 nor more than 150 enlisted men. To enlist a man must be more than 1 18 years old and less than 45 years old. Final statistics of the 1915 cotton crop of the United States issued by the census bureau today places the production at 11,191,820 equivalent 50(1 pound bales. This is the smallest report since 1909. Every State shows decrease. Oklahoma has greatest decrease, the crop being less than half the 1914 linter production, making new record. The price of the 880,780 bales ginned, excelled that of 1914, by $24,000. The increase was due in part to the high price liber used extensively in munitions. Texas, Georgia, South Carolina and Alabama produced almost two thirds of the total crop. Ellis County, Texas, led the counties with 117,927 bales.
