AN ORDINANCF ( ranting Special License by the City of Union, S. C., for the Fiscal Year Beginning May 1, 1916. Section 1. That the following Special License Ordinance is hereby adopted and Ordained by the City Council on the Oth day of March, 191G, for the Fiscal Year, beginning May 1st. 191G. That every person, firm or corporation engaged in or engaging in any trade, business or profession hereinafter mentioned within the limits of the City of Union, S. C., shall upon engaging in said trade, business or profession on or before May 1st, 1916, first obtain a license from the Clerk and Treasurer thereof, upon , the order of the Mayor, and all li- j censes hereinafter mentioned, shall he non-transferable, except by written j permission of the City Council, endorsed on said license, and per annum. if not otherwise specifically provided, and all annual licenses shall ^ expire on the 1st day of May, 1910. Any license may be revoked at any time by the Mayor or the City Coun- , oil. Sec. 2. Every itinerant, trader or . person (except licensed auctioneers) offering for sale or attempting to sell by sample within the City at public outcry or otherwise, any goods, wares, fancy articles, spectacles, jewelry, pictures, notions or other ar- j tides of like character or kind, shall pay in advance a license tax of no. less than Five Dollars ($5.00) per , day; Twenty-five Dollars ($25.00) per week, or Two Hundred Dollars ($200.00) per year, and no plea of ad- . vertising or selling for any person, firm or corporation of the City of Union, shall relieve the said itinerant trader or person from the payment of said license. See. 3. Every itinerant physician or vendor, seller of medicine, patent or of his own make, or practicing as an itinerant his profession or calling shall pay a license tax of not leas than Ten Dollars ($10.00) per day ' or Fifty Dollars ($50.00) per week, , and no plea of advertising or selling ( for any person, firm or corporation ' of the City of Union, shall relieve ' said physician, vendor or seller from ' the payment of said license. Sec. 4. Each dray, carriage, buggy, automobile or other power vehicle, and each hack for public hire, conveyance or transportation, shall have 1 a number thereon and the driver of such vehicle shall keep that number exposed on such hack, dray, carriage, J >. frrrytoptfbik Or other power ve- ; hicie and every driver ther?>f shall ( wear a duplicate number in a con* spicuous place. The Clerk and Treasurer shall issue for each such dray, carriage, buggy, automobile or other power vehicle and hack and driver, such numbers at the issuance of Hcense and place the number on the ( said license. Sec. 5. The maximum fee to be charged for each passenger within the corporate limits of the City of Union by such hacks, buggies, carriages, buggies, automobiles or other vehicles, shall not exceed Twentyfive cents (25c) from any point within the corporate limits of said City | within one block of any depot or upon Main street from the court house to the Baptist church shall pay a fine of Five Dollars ($5.00) or he impris- ] oned for a period of ten (10) days ( with or without hard labor, in the i discretion of the City Council. i Sec. 7. C. 100.00 Ammunition: Each person, firm or corporation dealing in ammunition, whether loaded or unloaded, balls, shells, cartridges, etc., each 10.00 B Barber shop, for each chair __ 5.00 Barber shop in suburbs, each chair 2.50 Bicycle, repairing or renting-- 5 00 Bill posters, or agents, posting or tacking or distributing, per annum 25.00 Bill posters?itinerant, posting or tacking or distributing, per day 1.00 Billiard and Tool Room, each.. 100.00 Pool room in suburbs 50.00 Book agents selling maps, books, periodicals and other like publications, per day, Five Dollars ($5.00) per yr. 50.00 Boot or Shoe Black, with privilege of chair on street, each 10.00 Boot or Shoe Black, with privilege or chair on street, each per month 1.00 Boot or Shoe Black in barber shop or in building on Main street, year 5.00 Boot or Shoe Black in barber shop in suburbs, year '2.50 Bottling Works, or agents, therefor 25.00 Bowling Alley or Ten Pin Al. ley, each 50.00 Butchers?Each and every dealer retailing fresh meats, such as beef, mutton, pork and the like, shall pay a license of Fifty Dollars oer year; and shall have a fixed place of business, which said place shall be mentioned in the license, and said dealer shall not be permitted to sell from any other place; Provided that this section shall not apply to persons selling any of the aforesaid kinds of meats in quantities of not less than ane-quarter of the animal. Such person shall first make and file an affidavit with the Clerk and Treasurer of to said passenger's destination; provided 110 fee shall he charged for any passenger under five (5) years oi age. The maximum fee to lie charged for carrying baggage by hacks, carriages, buggies, uutomobiles or other power vehicles or drays shall not exceed Twenty-five Cents (25c) for .*>00 pounds; Fifty Cents (50c) for 301 to 1,000 pounds, from any point within the City of Union to any destination within the corporate limits of the City of Union; and upon any violation of the charges as above limited by any such public hack, carriage, buggy, automobile, power vehicle or dray license; such licensee shall upon conviction be fined not exceeding Ten Dollars ($10.00) or imprisonment not exceeding twenty (20) days with or without hard labor. Sec. <5. Any driver or owner of any such hack or carriage or buggy or automobile or other power vehicle for hire as aforesaid, including I.ivery, Feed and Sales Stables, who shall run any such hacks, carriages, buggies, automobiles or other power vehicles, who shall leave his, or her or their hack, or carriage or buggy or automobile or other power vehicle before mentioned, for a distance greater than ten (10) feet in solicitation of any passenger or otherwise at any depot within the City of Union, or who shall leave his, her or their hack, buggy, carriage, automobile or other power vehicle standinir unattended ItlC WUI1V.II OCVtlllg 1U1VM v??*3 name and postoffice address of the person proposing to sell. No lunch dealer, restaurant or cafe shall be allowed on Main street from court house to High School, except those in a building conforming to the Fire Limit requirements. For each and every business not specified above, a license fee shall be charged i'n the discretion of the City Council, not exceeding One Thousand Dollars ($1000.00). That all license fees herein mentioned are due and collectable on May 1st, 1915, and the said licenses are subject to inspection by Mayor or policemen at any time. Sec. 10. Any person, persons, company, firm or corporation embraced or mentioned in any of the foregoing section or sections of this ordinance and required therein to obtain license or to pay for the performing or rnrrvinc rm r\f + V*r*i? J ...n v.i VTA VUV.1I icnjAJtHYC UUMness or for the transaction of the same who shall fail, refuse or neglect to pay the license or amount therein specified in advance, and each ana every person, firm or corporation giving, showing or attempting to give or show any of the performances, shows or exhibitions without having received and paid for their license to do so, and any person or persons, firm or corporation violating any part or parts of this ordinance, shall l>e required to pay a fine of not less than One Dollar ($1.00) or more than One Hundred Dollars ($100.00) or work at or without hard labor for not more than thirty (30) days for each and every day so offending, in the discretion of the City Council. Sec. 11. All ordinances or parts of ordinances conflicting with this ordinance is hereby repealed. Clerk and Treasurer. 14-8 AN ORDINANCE. Be it ordained by the Mayor and Aldermen of the City of Union, S. C., in Council assembled, and by authority of the same: That a tax to cover the expenses and general purposes of the said City of Union, be as follows: 11% mills for general purposes, and a special levy of 4% mills for maintenance of Carnegie Free Library and to pay the interest on outstanding coupon bonds from the first of May, 1916, to the first of May, 1917, shall be levied and collected in manner and form as follows: Section 1. A tax of Sixteen (16) mills upon every dollar of the value of all taxable real estate, personal property and stock in trade, in the corporate limits of the City of Union, S. C. Section 2. That the taxes herein levied and assessed shall be due anu collected by the City Treasurer during the month of May, 1916. The City Treasurer shall proceed to collect the said taxes herein levied, and he shall keep his books open from the 1st day of May, 1916, to the 1st day of June, 1916, for this purpose; after which time he shall proceed by distress or otherwise as prescribed by law, to collect such taxes as remain unpaid, with a penalty of twenty per cent (20 per cent) in addition thereto for such nonpayment. Sec. 3. That the basis of value i'on taxation of real estate, personal property and stock in trade within the City of Union, S. C., shall be taken from the books of the Auditor of Union county, and such assessment shall be the same as levied by the County Auditor in 1915 and 1916. Sec. 4. The sum of Two Dollars ($2.00) is hereby fixed as a commutation tax for the street or road duty, the said sum to be paid by all ablebodied male persons able to perform or cause to be performed the labor herein required, between the ages of twenty-one (21) and fifty (50) years who reside within the corporate limits of the said City, except ordained ministers and those exempt by law, and any person liable to this tax who shall fail to pay the same within the time specified, shall be required to work on the streets of Union four (4) days under the direction of the Street Overseer, whenever required by said overseer during the said period herein before mentioned; and any person failing either to pay said commutation or perform said labor, when so required as before said, shall be brought before the Mayor's court and u|ajii iuiivilhuii u!<*renx( snau De nnea a sum not exceeding Ten Dollars ($10.00) or sentenced to imprisonment not exceeding twenty (20) days with or, without hard labor.
