To His Honor, Ernest Moore, Circuit
Judge, presiding:
The Grand Jury, for its final report,
begs leave to say:
1. We have, by committee, examin
ed all the county offices, poor house,
chain gang, dispensary and Sinking
Fund commission. The chaingang is
in good condition, the convicts seem
properly clothed and provided for,
and seem to be doing good work. We
recommend that a small tent be provided
to be used in cases of con-1
tageous diseases, or, in other words,
as a hospital tent. The poor house iin
excellent shape, and we hereby
commend the management on the
good condition of affairs at this in|
stitution. The crops are good, and
the inmates all well clothed and properly
cared for. We wish to caU pavI
ticulftr attention to the way in which
i our new and elegant court house is
1 being abused, by indiscriminate and
| promiscuous spitting on the walls and
' floors, and we hereby recommend that,
i especially during the sessions of
.court, that two or more persons, not
| to be known to the public, be appointed
to look after this matter, and that
any persons found spitting on the
walls or floors, or in any way abusinr
the building, be reported to the
| proper official, and fined heavily
enough to insure that the offense will
I not be repeated.
The dispensary we find to be well
I and properly managed, so far as we
1 can see, and in this connection, we
I wish to ask that the physicians of
! the county will co-ope rut'- with the
j Grand Jury anu the management, so
as to minimize the amount of whiskey
sold on Sundays and legal holidays,
as it has been reported to us
that this has become' so common as
to constitute a nuisance, and that the
physicians only write prescriptions in
cases of sickness that come within
their own knowledge.
We find the sinking fund in good
shape, also, and especially request
the. Union county delegation in the
'general assembly to immediately repeal
the Act of 1914, No. 4<>0, entitled
"An Act to retire certain bonds
i issued by Union County in refunding
the bond debt of in kid of the construction
of the Spartanburg N: Asheville
railroad, under an act to provide
for refbnding the bonded indebtedness
of Union County, approved the

The Master's office it well kept, a
far as we can see, and his accounts i
, good shape. The Superintendent o
Education appears to be doing his fv
duty, and his office seems in good condition.
The Probate Judge's offic
seems to be in good condition, also t
and all funds in his hands, officially j
properly and safely secured.
The Clerk of Court has his office ii
first* class condition, and all fund
turned over to their proper source
The same may be said of the Sheriff'
office, and we find that officer discharging
his duties carefully and co.v
sistently. On examination of the
Auditor's office, we find that there
has been an increase in property valuation
of three hundred thousand dol
lars, approximately, and that, in eon i
sequence, a reduction of one-fourth of j
a mill will he made in the tax levy.
The Treasurer has his office in ex- |
cellent condition, his hooks accurately !
and neatly kept, and in such shape i
that we had no trouble in checking up ,
his accounts.
We have not had time to examine
the hooks of the County Commissioners
as thoroughly as we would like to.
but we are informed that the members
of the board have been hiring
automobiles and conveyances to visit
the chain gang and other public
works, at the expense of the county,
and we recommend that this practice
be stopped, as these officers are paid
a salary for attending to their duties.
In regard to beneficiaries, we find
enlisted old soldiers who are not elig- t
iblo under the law, drawing pensions.'
and some w^o informed our commit- j
tee that they could not take the oath,!
, and have not even applied for enroll-.
ment. And, furthermore, we find some
drawing pensions who do not even
live in Union county. We find that
the pauper fund is being grossly
abused, and, if necessary, can give
names and proof.
In regard to the work of re-indexing
the hooks of records in the Clerk'c
office, we find that the sum of five

appropriated for this work, and
that a great deal more than this sum
has been paid out, and the work no
where near completion. The jury
would be glad to have the proper officers
instructed to look into this matter,
and ascertain what should he
done in this regard.
The County Rural Policemen are
doing good work, and the fines collected
through their activities are in
excess of their salaries. We strongly
recommend, however, that they spend
much more of their time in the rural
districts, as their presence has good
effect.
We have made such examination as
we find practicable of our magistrates
and find that they are doing their
duty, and that they are, as far as we
can see, accounting to the proper authorities
for all fines collected by
them. We recommend that they cooperate
with the Sheriff and other
officers of the law, in enforcing obedience
to the laws regarding the Sabbath
day observances, and generally
' enforcing the laws of the State. In

constables, when they have no constables.

The Coroner's books are in good
shape.
We recommend that the County
Commissioners take steps to carry
out your Honor's suggestion, and install
ceiling fans in the court room
before the summer term of court, and
that the same officers put the court
house grounds in more acceptable
condition, and that they put a stop
to the practice of hitching horses arrt
mules within the grounds.
