COMMITTEE SUBMITS
\ SIX ACRE MEASURE
Introduces in House Bill to Limit the
Area of Cotton Planting
in 1915.
(Tuesday's State.)
Beyond hearing the report of the
select committee on cotton acreage
reduction, the house accomplished
nothing of importance at its 20 minute
session last night. All cotton
acreage reduction bills were unfavorably
reported by the committee, but
the house allowed them to go on the
calendar.
Mr. Pate of Darlington introduced
a joint resolution requiring the closing
of all dispensaries until after the
end of the war in Europe. The resolution
was referred to the committee
on agriculture.
The select committee recommended
the passage of the Warren-ShirleyGasque
State marketing bureau bill
with amendments.
Soon after the house convened last
night at 7:30 o'clock, the select committee
appointed last Wednesday to
pass on all measures applying to the
reduction of cotton production in 1915
made its report and submitted a bill
making it unlawful to cultivate more
than six acres of cotton in 1915 to the
wuik anifiiui, unuar penally 01 a nne
of not less than $25 and not more
than $100 for each acre of cotton
planted in excess of the specified
number.
The members of the select committee
who reported last night are: Mr.
Lee, Darlington, chairman; Mr. Belser,
Sumter; Mr. Pegues, Marlboro;
Mr. Atkinson, Chester; Mr. Illackwell,
Laurens: Mr. Bethea, Dillon;
Mr. Mower, Newberry; Mr. Wyche,
Spartanburg; Mr. Welch, Richland;
Mr. Epps, Sumter, and Mr. Riley, Saluda.
The committee held several hearings.

The cotton acreage reduction bill
reported to the house last night by
the select committee follows in full:
Text of the Bill.
"Be it enacted by the general assembly
of the State of South Carolina
:
"Section. 1. That it shall be unlawful
for any person by himself, his
agents or employes to plant or cultivate
in this State in any year a greater
number of acres of land in cotton
than one-third of the total acreage of
land planted and cultivated by such
person in said year: Provided, however,
That in no case shall any person
plant or cultivate in cotton more than
six acres to each regular work animal
used in his farming operations in said
year.
? "Sec. 2. That any person violating
the provisions of this act shall for
feit as a penalty a sum of not less
than $25 nor more than $100 for each
and every acre planted or cultivated
in excess^of the number herein allow'd,
to be recovered in any court of
competent jurisdiction in an action
r proceeding brought in the name of
he. State; and said penalty when rehvered
shall be paid over to the
-county treasurer for the use of the
etni'nty in which the said off eh se was
committed. Said penalty and the costs
of the proceeding in which the same
is recovered shall be a lien upon all
of the property of the person ad judged
to pay the same, subject only to
