IN RICHLAND JAIL
"The kangaroo court" is located ir
the Richland county jail and the
"chief high kangaroo" is one of th?
prisoners who takes the part of judge
The rules of this court are:
If a prisoner is brought to the jail
during the day he is assessed 25
cents.
If he is brought to the jail at night,
then the assessment is 50 cents, because
the prisoners and the members
of the jury of the "kangaroo court"
have decreed that to have their rest
disturbed is worth that much.
The prisoners prescribe various
forms of mild punishment, provided
the newcomers have not the cash with
which to meet the fines.
