AH ORDINANCE. To Raise Supplies for (ho Fiscal Tear Beginning May 1, 1912 for the City of Union, 8. C. Re It ordained by the Mayor and Aldermen of the City of Union, S. C., in Council assembled, and by authority of the same: . That a tax to cover the expenses , and general purposes of the said, City of Union, be as follows: 11 3-4 mills for General purposes and a special levy of 4 1-4 mills for maintenance of Carnegie Free library and to pay Interest on outstanding coupon bonds. in? jbe any of May. 1912 to the 1st day of May, 1913, shall be levied and collected In manner and form as follows: Section 1. A tax of 81xtccn (16) 1 ml 11b upon every dollar of the value of all taxable real estate, personal 1 property and stock In trade. In the Corporate limits of the City of Union, 3. C. Section 2. That the taxes herein levied and assessed shnll be due and ' collected by the City Treasurer during the Month of May, 1913. The City Treasurer shall proceed to collect the 1 said taxes herein levied, and he shall keep his books open from the 1st day ' of May, 1912 to the 1st day of June, 1912, for this purpose: after which ' time he shall proceed by distress or 1 otherwise, as prescribed by law. to < collect such taxes as remain unpaid, 1 with a penalty of twenty per cent ( (20%) In addition thereto for such \ non-payment. 1 Sec. 3. That the basis of value for 1 taxation of real estate, personal prop- 1 erty and stock In trade within the 1 City of Union, S. C., shall be taken 1 from the books of the Auditor of Un- ' Ion county, and such assessment shall ( be the same as levied by the County 1 Auditor In 1911 and 1912. I Sec. 4. C.. shall upon * eneasrtnsr In said trade, business or profession en or before May 1st, 1912 v first obtain a license from the Cleric and Treasurer thereof, unon the order of the Mavor. and all licenses hereinafter mentioned, shall be non transferable, except by written permission of the Mavor endorsed on 1 said license, and per annum. Sec. 3. Every Itenerant physician 1 or vendor seller of medicine, pate tent or of his own make, or practicing as an Itenerant his profession or. calling shall pay a license tax of not less than Ten Dollars ($10.00 per day or Fifty Dollars ($50.00) per week, and no plea of advertising or selling for any person, firm of corporation of the City of Union, shall relieve said physician, vendor or seller from the payment of said lioenso. Sec. 4. Each dray, carriage, bugtfy. automobile or other power vehicle and each bach, for public hire, conveyance or transportation, shall have a number thereon, and the driver of such vehicle shall keep that number exposed on such hack, dray, carriage, boggy, automobile or otber power vehicle, and every driver thereof shall wear a duplicate number In a consplclous place. The City Clerk and Treasurer shall Issue for aach such dray, carriage, Buggy, automobile or other power vehicle and hack and driver, such numbers at the Issuance of license, and place the number on the said license. Sec. 5. All public drays, hacks, < ferriages, automobiles or other power vehicles or buggies, horses or mules, ir harness, etc., shall he subject to Inspection anywhere and at any time within tho corporate limits of the City of Union, S. C., by the Mayor ir Chief of Police of said City; or 1 iny police officer at the Instruction if the Mayor or Chief of Police of ?ald City, shall Inspect any such pub- 1 lie dray. hack, carriage, bnggy, nitomoblle or other power vehicle, lorse or mule harness, etc., and any 1 inch as are found unfit for use, shall lot be allowed to be used for such lurposes upon the streets of the said I llty.
