AN ORDINANCE.
To Raise Supplies (or Ike Fiscal Tear
Beginning May 1,1918, for Ike
City of Union, S. C.
Bo it ordained by the Mayor and
Aldermen of the City of Union, S. C.,
in Council assembled, and by authority
of the same:
That a tax to cover the expenses
and general purposes of the said
City of Union, be as follows: 11 3-4
mills for General purposes and a special
levy of 4 1-4 mills for maintenance
of Carnegie Free library and to pay
Interest on outstanding coupon bonds,
from the 1st day of May, 1912 to
the lBt day of May, 1018, shall be
levied and collected In manner and
form as follows:
Section 1. A tax of Sixteen (16)
mills upon every dollar of the value

Corporate limits of the City of Union,
S. C.
Section 2. That the taxes herein
levied and assessed shall tifc due ahd
collected by the City Treasurer during
the Month of May, 191S. The City
Treasurer shall prooeed to collect the
said taxes herein levied, and he shall
keep his books open from the 1st day
of May, 1912 to the 1st day of June,
1912, for this purpose; after whloh
time he shall proceed by distress or
otherwise, as prescribed by law, to
collect such taxes as remain unpaid,
with a penalty of twenty per cent
(20%) in addition thereto for such
non-payment.
Sec. 3. That the basis of value for
taxation of real estate, personal property
and stock In trade within the
City of Union, S. C., shall be taken
from the books of the Auditor of Union
county, and such assessment shall

Sec. 4. The sum of Two Dollars
($2.00) Is hereby fixed ae a commutation
tax for the street or road duty;
the said sum to be paid by all ablebodied
male persons able to perform
or cause to be performed the labor
herein required, between the
apes of twenty-one (21) and fifty (60)
years, who reside within the corporate
limits of the said C!ty, except ordained
ministers and those exempt by
law; and any person liable to this tax
who shall fall to f>ay the same within
the time specified, shall be required
to work on the streets of Union four
(4) days under the direction of the
Street Overseer, whenever required
by said overseer during the said period
hereinbefore mentioned; and any
person falling either to pay said commutation
or perform said labor, when
so required as before said, shall be
brought before the Mayor's court, and
upon conviction thereof, shall be fined
a sum not exceeding Ten Dollars
($10.00) or sentenced to Imprisonment
not exceeding twenty (20) days
with or without hard labor.
Sec. 5. That all Ordinances or

Be It Ordained by the Mayor and
Aldermen of the City of Union. S. C.,
In Council assembled end by authority
of same:
Section 1. That the following Special
license Ordinance Is hereby
adopted and Ordained by the City
Council on the 20th day of March,
1912, for the Fiscal Year, beginning
May 1st, 1912.
That ?very person, nrm or corporation
en {rased in or engaging in any
trade business or profession hereinafter
mentioned within the limits of
the City of Union, 8. C., shall upon
engaging In said trade, business or
profession on or before May 1st, 1912
first obtain a license from the
Clerk and Treasurer thereof, upon the
order of the Mayor, and all licenses
hereinafter mentioned, shall be nontransferable,
except by written permission
of the Mayor endorsed on
said license, and per annum, if not
otherwise specifically provided, and all
said license, and per annum, and all
annual licenses shall expire on the
1st (lay of May, 1913. Any license
may be revoked at any time by the
Mayor or the City Council.
Sec. 2. Every Itenerant, trader or
person (except licensed auctioneers)
offering for sale or attempting to sell
by sample within the City at public
out-cry- onr otherwise, any goods,
wares, fancy articles, spectacles, Jewelry,
pictures, notions or other articles
of like character or kind, shall
pay in advance a license tax of not
less than Five Dollars ($5.00) per
day, Twenty-five Dollars ($25.00) per
week, or Two Hundred Dollars
$200.) per year, and no plea of advertising
or selling for any person
firm or corporation of the City of Union,
shall relieve the said itenerant,
trader or person from the payment of
said license.
Bee. 3. Every Itenerant physician
or vendor seller of medicine, pat*
tent or of bis own make, or practicing
as an itenerant his profession or calling
shall _pay a license tax ofemot
less than Ten Dollars (siu.uu per u?y
or Fifty Dollars ($50.00) per week,
and no plea of advertising or selling
for any person, firm of corporation of
the City of Union, shall relieve said
physician, vendor or seller from the
payment of said license.
Sec. 4. Bach dray, carriage, buggy,
automobile or other power vehicle
and each hack, for public hire, conveyance
or transportation, shall have
a number thereon, and the driver ol
such vehicle shall keep that number
exposed on such hack; dray, carriage,
buggy, automobile or other power vehicle,
and every driver thereof shall
wear a duplicate number In a consplclous

Sec. 6. The Maximum fee to be
charged for each passenger within the
corporate limits of the City of Union
by such hacks, buggies, carriages
or automobiles or other power vehicles,
shall not exceed Twenty-five
Cents (25) frorif any point within
the corporate limits of s^ld City to
said passenger's destination; provided
no fee ehall be charged for any
passenger under five (5) years of age.
The maximum fee to be charged for
carrying baggage by baoks, carriages,
buggies, automobiles or other power
vehicles or drays, shall not exceed
Twenty-flve Cents (25c) for 800
pounds; Fifty cents (60c) for 301 to
1,000 pounds, from any point within
the City of Union to any destination
within the corporate limits of the
City of Union; and upon any violation
of the charges as above limited by

license; such licensee shall upon conviction
be Used not exceeding Ten
Dollars ($10.00 or Imprisonment not
exceeding twenty (BO) days with or
without hard labor.
Sec. 6. All publio drays, backs,
carriages, automobiles or other power
vehicles or buggies, horses or mules,
or harness, etc., shall be subject to
Inspection anywhere and at any
time within the corporate limits of
the City of Union, S. C., by the Mayor
Or Chief of Police of said City; or
any police officer at the Instruction
of the Mayor or Chief of Police of
said City, shall Inspect any such public
dray, hack, carriage, buggy,
automobile or other power vehicle,
horse or mule harness, etc., and any
such as are found unfit for use, shall
not be allowed to be used for such
purposes upon the streets of the said
City. Each dray or hack or carriage
or buggy or automobile or other
power vehicle licensee as aforesaid
who shall work or allow to be worked
or use or allow to be used, any horse
or mule, harness, dray, carriage, buggy
or other vehicle or vehicles afte*.

Sec. 7. The above sections in reference
to Inspection and charges shall
apply to the owners or managers of
Livery, Feed and Sales Stables, who
shall run drays, hacks, carriages, buggies,
automobiles or other power vehicles
for the use of the public for
hire, under the provisions of this Ordinance.
Sec. 8. Any driver or owner of any
such hack or carriage or buggy or
automobile or other power vehicle for
'lire as aforesaid including Livery
Feed and Sales Stables, who shall
run any such hacks, carriages, buggies,
automobiles or other power vehicles,
who shall leave his, her or
their hack, or carriage or buggy or
automobile or other power vehicle
before mentioned, for a distance great- .
er than ten (10) feet in solicitation of '
any passenger or otherwise at any
depot within the City of Union, or
who shall leave his, her or their hack,
buggy, carriage, automobile or other J
