C. ^ =? === X ' * :u V _c For a Pure Food Law. J 1 The age of adulteration has been ji{^[ on this generation, and the advocates i: of rigid governmental inspection oiall u manufactured foods are getting in tWfr' <q work. The congress of the Unity! t States has passed a pure-food law aid* <j now conies the State board of heath s and urges South Carolina's lawmakers |c to enact a food-inspection law at its ^ sitting in January. The board of health 1 states that the national law cannot af- I feet any but inter-state cotnnmrce in , food stuffs, and that there is one way whereby a State can protect itself from ; fraud being perpetrated after the food ] has been shipped into its bordcrsjhrp.'e | by a State law'. This is good reason- i log, and we are glad the boarjd has i made the recommendation. Ftfm'ets i are pVotfecteil from fraud in foSyjfetrs ( I by a rigid^inspectiorf of all jgnui/er?, i made or ;shippM in jihg ^tate, so why , not protect fiil'IK^frses from adul- ] terated foods by exercising equally as , much precaution and care? ; Now come fiends of Wintlirop col- | | lege who say that institution thfough , : its cooking school department is pre- , | pared to make all needed inspeations j ! of foods, and they urge that who# the ; pure-food law is enacted, Wintlirop be i permitted to do the inspecting, ^and ( thrt it be allowed to receive the in- , spection fees, as is the case of slcni- * son and the fertilizer insr??,rt,on tax j The fertilizer tax last year brought . Congress and the President. < )nee in tlie history of tl^ Unite! k States has impeachment proceedings " | been instituted against a president Iv a member of congress, and Presidert 1 \ndrew Johnson came within one vote 9 i of being deposed from oftice by members of his own party in tjje nation legislature. _ This was the result refusal #to execute laws passed MPc I congress. Now comes President Roosevelt and threatens to walk in pie footk >teps of Johnson if congress /pAsses a bill which seems now likely./ And all this U a result of the dismissal of a ; bat.allion of negro troops f<fr riot and! > conspiracy. In certain northern States i the negro vote is too large a factor to, | ; he trifled with, an?l^ the Republican ' members of congress are looking after the interests of the negro >soldiers for polities' sake. Great pressnire^las been j brought to bear upon thfe^president to] induce lf$m to rescind.his order of dis- j nlissal, but to no avail. Now the negro- I i phile member# of ^hgress threaten to 1 : pass a bill restorhr^ the dismissed ne-1 gro soldiers to the army, and President Roosey|lt says that he wilj. refuse jo j execute -any such law if it is passed. The annual session of the State legslature wil convene nexj.Tuesday, Janlary the eighth. The ihost important iqeption tivat will be brought before he toftiy^will be the disposition of the lispensary. The issue of election last itimmer hinged upon the question of lispensary or no dispensary, and, vhile the "no dispensary" people may lave but a small majority in both louses of the general assembly, there :an be no doubt that the election of Mr. Ansel over Mr. Manning was an anti-dispensary victory of tremendous proportions. Mr. Ansel made the campaign on an anti-dispensary platform, tvhile Mr. Manning strongly advocated the liquor machine. The people by an Overwhelming majority decided the contest in favor of Mr. Ansel^a'nd he wilt he inaugurated governor on January-the fifteenth. The legislature will have been in session one week before the inauguration, and it is hardly probible that any dispensary legislation will have been enacted before Ansel becomes governor. His first message to the legislature will be upon the subject of abolishing the State dispensary, and he will recommnid that the counties he allowed the privilege of having prohibition or county dispensaries, as each county may decide for itself. There are not a few strictly local option members of the legislature, and a large number of dispensarv men. The prohibitionists will hold the balance of power, and if that strength shall be wisely directed and conservatively pressed they may secure some legislation much desired by the temperance people of the State. ** ^.N0tl6e'' < The annnalfltoafcting of-series 4. = and 6 of the Vfllf* Bjtildin|r aTid Loar association wt^Wie held at tU* court hvvase Tuesday evening.
