THE PRESIDENT'S MESSAGE.
The Wage Earner a Slave? The Irony of 1
Fate. 1
Lords, (Jentlemen an^ Attorneys
for American Induft^s:
"You have met toJr^asider the
condition of your jR\>perty and
slaves and plan for the perpetuity
of our peculiar institutions. You j
are aware that th?Tois tremendous
unrest auiong the slave population
that produces our billions of wealth,
and it behooves us to look with rare
how they can be deceived and be
kept contented, that wo may. pros- j
...... ..|V tlw.ii- i.nutnlitv -mil Inline.
I ...? ...V .. > ....V. ... - The
past lias been the most pros- I
porous year for us in the history of.
human slavery, hut evidences are J
not lacking that we are in danger. I
1 The agitator is abroad in the land, I
i and in Russia we see what may he J
our fate in the near future unless
we can make the people believe that
tiny are to get some relief.
; Some of our members have been
very coarse and elunisy in their
work, and the people have been
getting a look behind the curtain,
and their suspicions that all is notright
have been aroused. We must
allay these suspicions by making
some pretended reforms; the people (
must have some legislation on in- j
sura nee. making them believe that
we are to protect them in their
savings; the exposures of clumsilygiven
rebates and bribery in the,
railroad industries also require that
we make similar laws regarding
them, or the people will demand
public ownership and that will mean
that we shall not have half the opportunity
to llecee the fools that we
have had in the past.
You should proceed cautiously
in the work of building up a larger
army and navy for our protection,
under the guise of patriotism and
peace. You should see that the
public lands are not permit led to be
hogged by corporations, as wo can
easily get them back from the peonle
after thev have entered and
improved iheni, as \\c ha\c in the
past; you should destroy the peoples'
money and issue money to the
banks under the deeeption of hav- (
ing ;\n clastic currency to move the
'crops; you should thrown sop to
the railroad men about shorter
hours, liability bills and safety appliances;
they will stand for it for
' a do/en years more on a few flimsy
promises; make some meaningless
laws about female and child labor,
something that ^sounds big. but
which the courts can des&aur o-t
plt;nwwv*w>U> nothing and goes a
long way with the..dupes who
imagine they are as good as us;
make a great show of economy by
cutting off a few thousand clerks
and laborers in the departments;
you can put your heelers back on
' again and the slaves will not notice
it; they know nothing alwut what
is going on in the departments,
thanks to our ownership of the
great press and magazines, together
, with ?-iv6iupii; make a howl
about my great peace play dt Portsmouth
and also about the Monroe
doctrine, the latter which yrhx know
will give us control of all the woat
crn hemisphere for us and our
i children to exploit; make some
j naturalization laws, as the immense
; immigration from Kurope contains
many Socialists and they will not
he desirable slaves; they are-agitators;
make an exclusion law for the
j Mongolian, that will admit all we
I need, as they never lxicome citizens,
j and, therefore, have no votes; fix
j up the criminal laws so that we can
; more easily catch the obstreperous
; slaves, while pretending the laws
: are to catch us capitalists; make a
great howl about wanting an American
marine for the glory of the nation.
and pass a subsidy hill to
j enable us to build a great many
: ships that will prove a good excuse
to charge the slaves for their use;
make some meaningless statute
against the adulteration of food, as
the people are getting onto this
method of swindling them, and it
won't hurt anything; see that the
control over the Philippines and
other slave colonies is held securely,
IIS these fiirniwb o ...1

ran send our fait)ifu 1 slaves to hold
|M)sitions and get rich at tin; expense
<?f people who are not permitted t<>
have any voice in government;
push the building of the Panama
canal, as it is furnishing splendid
opportunity for the contractors and
others of us to graft millions from
the public treasury without l>eing
caught, and the people must lieJjled
cautiously; we must be careful in
thus using the public money for
our benefit that we do not make a
mess of it like the insurance masters
did.
I/ords, keep in mind the great
danger that lies in the Socialist agitation
of class against class, for, if
they ever get the slaves awakened,
these halls of power and dignity
will resound with the voices of the
common herd, and they will make
the laws for us; they will control
the army and navy we have prepared
for them; they will make it
possible for us to get something to
\it and wear only l>y really doing rj
iitjoful work for it ; be cunning, ho , I
