DISPENSARY ADVOCATES.
Senator Cole L Dlease and W.
Boyd Evans, Esq., Address
the People of Union.
Senator Cole L. Blease, of Newberry,
by invitation and W. Boyd
Evans by request made speeches
last Saturday afternoon at the Band
Park in this city. It had been announced
that Senator Blease would
make a speech in defense of the
dispensary and about two or three
hundred men gathered at the park
to hear him. Mr. \V. Boyd Evans
was present and was requested to
make a speech as it was well known
the position he held on the dispensary
question. Hon. L. J. Browning
was requested to introduce the
speakers.
Mr. Evans was first introduced,
1 !J /!- L-i_- \ .t . .
uuu ?uiu, v>? Huwuincc,; mat no
had no idea t-liat lie would l?o called
upon to make a speech, that he was
here on professional business, here
to get an injunction to prevent the
holding of an election here on next
Tuesday upon the question of "dispensary"
or "no dispensary." That
lie knew that there were honest
men fighting the dispensary and
many who had a selfish motive in
it, and others who thought to defeat
Senator Tillman by defeating
the dispensary. That he was making
a legal fight for the dispensary
and against the Briee bill, which
bill was unconstitutional in that
when you vote out the dispensary
you at the same time vote a tax
upon yourself. That he intended
to see to it that the dispensary law
was upheld in spite of the Brice
bill. That the people might go and
hold their election and vote against
the dispensary, but ho would take;
it to the supreme court and there
prove the unconstitutionality of the
hill, and that the dispensary would
still live. He said so far as tie
petition of the citizens upon which
the election was ordered is concerned,
he had affidavits of men whose
names were on the petition, saying
flmf fV?nv rli/1 umn ??
V??i?v viivj \?*v* "V/V Olgll V/l UUI/1IUI l/.U
anyl>ody to sign their names to the
petition. That lie was out of politics
and was making a legal light.
Senator Cole L. Blease was then
introduced. He declared the Brige
bill unconstitutional, iniquitous and
a Trogan horse to defeat the dispensary
law. That the dispensary
system was the best solution of the
whiskey question. He drew a comparison
between the States that had
open barrooms and the dispensary,
showing that there was a great deal more
whiskey drank in those States
than South Carolina. He viewed
the dispcnSafyTrom a purely business
stand point as giving the State
a very large revenue for schools and
county purposes. He said prohibition
was a farce and had been
proved to be wherever and whenever
it had been tried. That when
you vote out the dispensary you
open the door to blind tigers all
over the county. That if the dispensary
is voted out we would have
to pay an additional tax ot one-Halt
mill. He did not refer to the investigating
committee now engaged
in investigating the dispensary,
only that if the persons managing
the dispensary were dishonest put
them out, he was not defending
them but tliesystem.
