their reach, some for a selfish purI?ose,
some for the purpose of promoting
prohibition.
We have always believed that
prohibition lessened the sale and
consumption of whiskey, since the
restrictions incident to such a law
made it more difficult and fewer
opportunities to obtain.
Mr. Miles says that there were
men connected with State dispensary
who stole liquor from the dispensary
and ran a blind tiger.
That some men in the dispensary
sold liquor by retail from the State
dispensary.
Mr. Miles says the reason he
would not serve any longeron the
.State I oard of control, he saw that
it was no place for an honest
Christian gentleman to he, although
there were good honest men on the
l>oard. Mr. Miles is now county
supervisor of Spartanburg county.
If we are to judge hy the letter to
Mr. lliggins and his sjH'eeh at
Kdgcticld, Senator Tillman is very
much confuse I in his mind, almost
amounting to the pitiable condition
of mental alteration. It is enough
to derange him to he deserted hy
his "wool hat, one-gall us hornyhanded

The educational issue of The
State last Thursday was replete
with interest. Handsomely illustrated
with pictures of the several
eolleges and institutions of learning
throughout the State it was a highly
gratifying revelation to the people
that South Carolina has so many
first class institutions devoted to
the higher education of the rising
generation. This enterprising paper
.stands for and has done much towards
the promotion of this all important
matter of education even to
the advocacy of compulsory education
.
Perhaps there has never been a
time in Senator Tillman's life when
his peace of mind and reliance in
the loyalty and allegiance of the
dear people, to him, has heen so
shaken as hy the efforts and movement
of the people at this time to
hury his baby, the dispensary.
When we consider the fact that the
dispensary is not of the peoples
choosing, hut a substitute for their
vote for prohibition and considering
the revealed rottenness of the
institution it is not at all surprising
that the people, now seek to rid
themselves of this debauching machine.
The position taken by W. Hoyd
Evans, Esq., that the Itrice hill is
unconstitutional for the reason that
when voting out the dispensary you

that provision in the hill he uneonstitutional,
it does not necessarily
follow that the provision in the
same hill giving the right to the

We have been eluded and mildly'
reproached because we did not till
the columns of Tiie I'moN Times
full of denunciations and preach
prohibition, we have no apology to
make to those who are pleased to
think we did not do our duty in
this respect. W'e have said enough
to satisfy any reasonable, sensible
person, of our position on the whiskey
question. On the first page of
last week's Times we printed an article
giving a scientific exposition of
the effects whiskey has on the human
system. We are never wildly
enthusiastic about anything. We
do not think that those who make
the most noise, who vant and rear
always do the most good, we are
pleased to leave all that to the scn}
national, fanatic and yellow Journal,

I some sense, judgment and will of
I their own, and don't think because
they don't do as we do or say, that
they are fools and derelict in their
