We have always believed that prohibition lessened the sale and consumption of whiskey, since the restrictions incident to such a law made it more difficult and fewer opportunities to obtain. Mr. Miles says that there were men connected with State dispensary who stole liquor from the dispensary and ran a blind tiger. That some men in the dispensary sold liquor by retail from the State dispensary. Mr. Miles says the reason he would not serve any longeron the .State I oard of control, he saw that it was no place for an honest Christian gentleman to he, although there were good honest men on the l>oard. When we consider the fact that the dispensary is not of the peoples choosing, hut a substitute for their vote for prohibition and considering the revealed rottenness of the institution it is not at all surprising that the people, now seek to rid themselves of this debauching machine. The position taken by W. Hoyd Evans, Esq., that the Itrice hill is unconstitutional for the reason that when voting out the dispensary you vntn ! ill' line liiilf mill liiwiii -ill of the taxable property in the conn* ty may l>e well taken, hilt oven if that provision in the hill he uneonstitutional, it does not necessarily follow that the provision in the same hill giving the right to the people to vote out a dispensary is also unconstitutional.
