Australian Ballot Bill Taken Up Again
by the House.
Atlanta, July 12.?The Australian
ballot $fll was again taken up in the
oommitee of the whole in fhe house of
representatives yesterday and sections
Nos. 8. 9. 10, 11. 12 and 13 passed af
\er a rew attempts were made to introduce
amendments. Only a few
unimportant changes were made in the
sections as amended.
There was a lively tilt between Mr.
Tlgner, of Mdscogee, and Mr. Hawes,
of Elbert, and the dispute waxed so
warm that the chairman had to rap for
order several times. Mr. Hawes de1
clared that the attempt t^j^fornx^tl)e
ballot system was a fraud upon the
face of it.
Hefore the election bill was taken up
the house had a very lively hour when
the committee on rules presented a report
making a number of bills a special
order. There has been a very
determined effort on the part of several
members not to let the committee
on rules put down too many bills for
special consideration. It is Claimed
that the special order if carried too far
will elrietarck a number of Important
measures. The committee on rules,
on the other hand, says it will expedite
matters if certain bllHj are disposed
of at once.
When the house convened yesterday
morning the committee on rules n>ade
a report in which eight bills were set
down for a special order immediately
after the election bill had been dis>DOSOd
of. These hilla tvara, fn

the governor's salary; to rotate
the superior court Judges; to increase
salaries of superior and supreme opurt
judges; to establish a court of-appeals;
to define the jurisdiction orthe
upreme court; to call a constitutional
conventlon.and to allow all counties
to consolidate certain offices. The toport
also changed the hour of f?0
session from 10 to 9 o'clock in the
morning.
The session of the senate yesterday
was signalized by the passage of iwo
Important general bills, one providing
for an Increase in the amount to be
loaned to the school fund and tbe
other providing that pension* of deceased
veterans shall ho paid to Ch?
oidlnarie* of their respective counties.

Remarkable Experience Told by a Laskar
Sailor.
New York. Jnly 12.?Among a number
of strange tales related by the
crew of the steamer Shimtlsa Just arrived
from Japan and China and which
reported having run over a large whalo
a few miles outside of Sandy Hook, is
one to the effect that while the big
freighter was speeding through the
Red Sea a Uaskar sailor was picked
up.
ine swarthy heathen declared ho
had been swimming three days air
nights, having fallen overboard from
an Indian trader bound for Antwerp.
Reports Are Discredited.
Rome, July 12.?At the Japanese legation
here it was learned today that
there is no truth in the report published
in the United States that Japan
had protested to Italy against the
transferring of Slgnor Melegarl, the
Italian minister at Tokio, to St. Petersburg,
for his pro-Japanese attitude. On
tho contrary, the Italian government
consulted on tho subject with the government
at Tokio which ieplled tna
it had no objection to the transfer
of Signor Melegarl to the Russian capital.
The Japanese legation officials
here say there is no truth In the fur-"
ther report that tho Japanese minister
at Rotne would be withdrawn.
