President M. J. Banders Makes a Plain
Statement for Benefit cf Those Having
Friends and Property Interests
In the Crescent City.
New OrleanB, La., March 17.?M. J.
Sanders, president of the Progressive
union, sends the following statement
to the Associated Press:
"As president of the Now Orleans
Progressive union. I desiro to contradict
absolutely and unequivocally the
sensational stories which are at present
being circulated by some correspondents
of newspapers in this city
to their principals in other parts of
the United States in reference, particularly.
to the high water situation in
the Mississippi river and its posslblo
effect upon the city of New Orleans.
As a matter of fact, there is not,
and has not been for a great many
years past, the slightest risk of any
damage to the city of New Orleans
proper from a high river. All along
the commercial front of the city there
is no longer the usual levee, but the
streets and the property behind has
been gradually graded up to the height
established by the engineers as the extreme
grade for levees, making a solid
embankment of earth in many cases
for several hundred feet back from the
hank of the river. The city In addition
is surrounded by high levees, so
that should there be any break in the
levees In the country above the city
or below, not one drop of the water
can possibly penetrate into the city.
The very utmost that could happen "by
a still further considerable rise in the
stage of the river would be the possl1?1?

the gutters of the streets njid to the
darinage canals, benellttlng rather
than otherwise. In no sense Is there
any anxiety regarding their personal
safety or the safety of their property

that there Is absolutely no danger of
harm to the commercial Interests of
the city from the alarmist reports
which arc being circulated and which,
In many cases, are so absolutely exaggerated
as to bear the earmarks of
gross negligence." V

Authorities have Been Investigating
Life Insurance Phase of Mystery.
Buffalo, March 17.?The authorities
have learned that Mrs. Edwin T. Burclick,
had assigned a portion of the insurance
held by her husband. In the
first place, it is said, half of the estimated
$25,000 was made payable to
the children.
It is understood a portion of this
and it is understood a portion of this
was assigned by Mrs. Burdick to her
husband. The assigned polices there
upon became part of his estate. All
she will receive from his estate is her
tlower m one-third of his realty and
the small amount of Insurance made
payable to her that she dhl not as
sign. The authorities will not say
whether th< assignment was made be
fore or after the divorce proceedings
were begun.
The inn net* in the Burdiek murder
case will not begin this afternoon unti!

he the first witness, but as from the
outset, he lias been questioning the
members of the Burdiek household
and as Mrs. Burdiek is the only one
familiar with or connected with the
house, who has not been on the stand
it if presumed she will be the first
witness.

er is slowly falling here today, the
gauge registering 3D.4 feet against 39.7
last night. The break in the levee
near Holly 13ush, 20 miles north ol $ '
heie, is responsible for the fall at llt
Memphis. The crevasse is three quar
tors of a mile wide and the water is 10
rusing through with a roar that ean
be heard for miles. The whole oi ?
' the St. Francis basin will be flooded
and incalculable damage will be done.
No other breaks have been reported,
but several weak spots are being hi
closely watched bv the engineers. ?
At Memphis the flood situation is "
growing more serious. In the north'
crn part of the city hundreds of famllies
have left their homes for high

abandoned. In South Memphis the i
water is threatening all railroad tracks I
and hundreds of laborers are working I
there. The Yazoo and Mississippi Valley

Situation Critical at Natchez.
Natchez, Miss., March 17.?The wn ?

embankments of the Bougere levee in t
the lower part of Concordia Parish, i
36 miles below Vidalia, has swept f
away 3 miles of the 15-foot embank i
ment of the Texas and Pacific railway r:
and the southern portion of the Bou- i
gerc levee has caved in for over a c
mile. A tremendous volume of water a
is pouring through this crevasse into r
the country behind it. Every effort j
is now being made tc^ prevent further j]
caving, and additional forces, all thai >
can be secured, are attempting tc \
stake the ends of the broken levee with
sacks of dirt and sands. ,
Sycamore levee, which affords pro
teetion for Vidalia, is being strengthened
as rapidly as possible. Several
weak places are reported along the
levee, and fears are expressed for the
safety of the embankments.
Planters are sparing no expense in
the work.
The gauge here this morning regis-1
tercd 48 feet.
Special River Bulletin.
Washington, March 17.?The situa
tion in the Memphis district has become
critical. The stage this morning
is 39.4, 1.1 feet above the high water
stage of 1898. Unofficial reports
of the breaking of levees north ol
Memphis have been received. These
breaks, if extensive, will doubtless moJify
the conditions somewhat. Neveitheless,
"a further rise to 40 feet ot
slightly over may bo expected at Mom
phis within the next 30 hours. lie

changed. The stage at Vicluburg it _
49 feet, a rise of .2 foot, while at New
Orleans the river is stationary at 19.2
