National Government?Experiments
Wltk the Vrackomeler.
The good road question is today the |
subject of a vast agitation, begun llrst i
by wheelmen, taken up by the government
and now a matter of legislative
oousideration the country over. As a
result, ten stales have exhibits at the
present universal exposition in Paris
Illustrating how perfect roads ought to
bo built.* This from a country that still i
has, in part, the worst roads in the
world is rather daring, but it Is also un
indication of what is being done. The
ten states in question know what they

roads, and now thoy have (or, fit least,
they nro coustruct fhgi the best. The
first amokg these is Massachusetts;
the secotKl, New Jersey.
Tt will he a matter of news to many j
to ler.ru that the United States govern- j
nient lias ;.:ono into the road question i
in the most energetic aud thorough
manner imaginable, and having,
through the department of agriculture,
studied what constitutes a good road
aud why good roads are needed, has
gone to wo:?: to spread the information
and ti-rmh the people. It ha: cxpori
incut stations in every state in the
Union, where lessons in roadmahing
are taught. Hundreds of pamphlets
showing .just how a good read is instructed
and how it may he preserved
have been published by the government
and may he had for the asking.
Object lessons in road building are
given annually in every state in the
Union, when in some worst sections a
?]?:.*? i t or or half or oven a mile of o.xeollout
roadway is constructed, and
the people shown how and why it
or. '.it to ho dono. These ol?joct lessons,
begun in 180-1, have done more
than anything else to start the great
movement which is now furthering the
const ruction of perfect roads the land
over.
The -vermin nt in these exhibitions
ordinarily constructs three specimen
reads a modern macadam, a sand and
an culinary dirt rend. When those
reads are completed, a heavy farm
wagon. 1 aded with produce, is drawn
over ench of them, and the amount of
force required t > haul it is determined
by the u a t radiometer. This inrtrmu'.-nt

made char by these experiments tlint
a team harnessed in the < rdinary way
is subject, under the lust conditions,
to a continuous jerking mat ion. which
inu: {. o.'i even the smoothest country |
road, greatly increase its fatigue. On
a dirt road in had condition tills jerking
becomes a succession of heavy
blows transmitted to the team by
nu ana of the collar. They are cruelly I

to venture at nil upon the dirt
road with the 12 hale lead.
In addition to this lesson, there arc
uinay others regularly administered
'l'liua the government has photographs
take :i showing the exact process ol
proper road huilding, which it exhibits
at lairs, expositions and meetings of
all hinds where good roads can he
properly talked over. Indeed, the agricultural
department Is n great believer j
in photographs, and no opportunity is i
lost to Hash a convincing picture be- !
fore the eyes of the unbeliever. The !
picture of a road before and after i! )
has been improved is one of the 111 : j
common kind. That of a horse unable j
to pull even a light load on ti had to:. 1. j
yet drawing a heavy one on a g? :
road, is also common. Thus the gr: :! '
work Is furthered.
Another part of this govern men*,
movement, says a writer in l'earsou s
Magazine, is that of advocating the
building of steel track wagon road/
which is an entirely new scheme, but
which has Droved a wonderful high
way idea. Itriefly, It is a system of
laying wide steel rails upon ordinary
highways. The road thus laid consists
of two parallel lines of steel plates or
rails, eight Inches wide, laid at a sullleient
distance apart to receive the
wheels of vehicles of standard gauge.
These plates, or tracks, have a slightly
upward projecting Mange on the inner
pdgo. so as to prevent the wheels of
ordinary vehicles from easily leaving I
the track. At tho same tiiue the flanges, !
being only one-half Inch high, are not
of a rise suilicieut to prevent reldcles
from leaving the track for the purpose
of passing other vehicles whenever the
driver so desires. These steel tracks
are not supported by v.ooden cross ties !
or longitudinal stringers of any kind,
hut are made solid in the road h.v !
lianges projecting hotli downward and
outward, which arc imbedded in the
concrete of the roadbed.
One of the experiments made by the
government consisted of having a
it envy load of 11 tons drawn by *J0 ;
ltorr.es over a common road, which lay ;
alongside the si reel track road, and 1
then having the same load drawn by
one horse on the steel track road. This i
load was 22 times the weight of the
animal and was oasily moved with
llfht harness.
